HomeMy WebLinkAbout2671 Resolution f R RESOLUTION NO. 2671 A RESOLUTION INITIATING ANNEXATION OF A CERTAIN PROPERTY CONTIGUOUS TO THE CITY OF PASCO; REQUESTING THE FRANKLIN COUNTY BOARD OF COMMISSIONERS TO CALL . AN ELECTION THEREON ON SEPTEMBER 17, 2002. WHEREAS, owners of property in the vicinity of the Court Street/Harris Road intersection met with the City Council seeking a means to annex to the City of Pasco; and, WHEREAS, the property in question is within the Urban Growth Boundary and is contiguous to the City of Pasco; and, WHEREAS, Section 35A.14.015 of the Revised Code of Washington authorizes the Pasco City Council to initiate by resolution annexation of unincorporated lands through an election of register voters; and, WHEREAS, the City Council of the City of Pasco has reviewed the possibility of annexing the property described herein and has determined annexation of said property would further the best interest and general welfare of the city: NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, DOES RESOLVE AS FOLLOWS: Section 1. That pursuant to RCW 35A.14.015 the Pasco City Council hereby finds and determines that the best interest of the City would be served by the annexation of the following described lands to the City of Pasco Beginning at a point in the Columbia River, said point being the intersection of the Benton Franklin County Boundary with the westerly projection of the south line of the north half of the southwest quarter of Section 12 Township 9 North Range 28 East, W. M.; Thence easterly along the projection said south line to the intersection with the east bank of the Columbia River, Thence southerly along the east bank of the Columbia River to the intersection with the south line of Section 12, Township 9 North Range 28 East, W. M. Thence easterly along the south line of said Section 12 to a point 537.70 feet west of the corner of the southeast quarter of said Section 12; Thence south 00 degrees, 19 minutes, 39 seconds west to the intersection with the high water line of the Columbia River shoreline; Thence south 49 degrees, 20 minutes, 7.95 seconds west to the intersection with the Benton Franklin County Boundary; Thence northwesterly along the Benton Franklin County Boundary to the point of beginning. Section 2. That three voters are registered in the area proposed for annexation. Section 3. That the proposed annexation area will not be required to assume any portion of existing City bonded indebtedness. Section 4. That the City of Pasco will pay the cost of the election. Section 5. That simultaneous adoption of zoning regulations will not be required. Section 6. That the Franklin County Board of Commissioners and the County Auditor are requested pursuant to RCW 35A.14.015 to call an election on September 17, 2002 on the question of annexation of the above described land to the City of Pasco. Section 7. That the ballot title of the aforesaid proposition shall read as follows: ANNEXATION TO PASCO To annex the following described lands to the City of Pasco, Washington: Beginning at a point in the Columbia River, said point being the intersection of the Benton Franklin County Boundary with the westerly projection of the south line of the north half of the southwest quarter of Section 12 Township 9 North Range 28 East, W.
