HomeMy WebLinkAbout2670 Resolution RESOLUTION NO. 2670 A RESOLUTION approving a preliminary plat for the Mediterranean Villas. WHEREAS, RCW 58.17 enables the City to uniformly administer the process of subdividing property for the overall welfare of the community; and, WHEREAS, owners and developers of property situated in the northwest quarter of Section 8, Township 9 North, Range 29 East, W.M. have requested approval of a preliminary plat; and, WHEREAS, the Planning Commission has reviewed said preliminary plat which is named the Mediterranean Villas; and WHEREAS, following a public hearing, the Planning Commission found the proposed plat promoted the general welfare of the community and recommended said preliminary plat be approved with conditions; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON: That the preliminary plat for the Mediterranean Villas located in the northwest quarter of Section 8, Township 9 North, Range 29 East W.M., is hereby approved with the following conditions: 1) At the time lots are developed all abutting roads and utilities shall be developed to City standards. This includes but is not limited to water, irrigation and sewer lines, curb, gutter, and streets, street lighting, and storm water retention and the handicapped sections of all sidewalks at street radii. Sidewalks must be installed no later than the time each lot is developed with a house. The handicapped sections must be completed with the street and curb improvements prior to final plat approval. 2) The City will not accept a sewer system design, which does not provide gravity flow sewer service to each lot within the preliminary plat. 3) Broadmoor Boulevard shall be improved to 5-travel lanes from Sandifur Parkway to a point 50 feet north of the centerline of Vincenzo Drive and transiting to 3-lanes northward to the northern line of the plat in conjunction with final plat approval of Phase #1. 4) Either Roadway "B" or Bedford Street shall be improved to City standard and provide access to Sandifur Parkway in conjunction with final plat approval of Phase #3. 5) Road 92 as currently existing or as revised in the future shall be improved to City standard in conjunction with final plat approval of Phase #5. 6) Direct access shall be prohibited onto Broadmoor Boulevard, Road 92 and the north/south road in the middle of the plat from any lot by means of deed restrictions or statements on the face of the final plat(s). 7) The developer shall install a common continuous 6-foot fence/wall along Broadmoor Boulevard in conjunction with final plat approval of Phase #1. 8) The developer shall install a common continuous 6-foot fence/wall along Road 92 and the north/south road in the middle of the plat in conjunction with final plat approval of any phase, which abuts these right-of-way except fencing along lot 55 in Phase 3 shall be modified for consideration of the front yard setback on the proposed residential lots to the north. 9) The developer shall be responsible for all costs associated with construction inspection service expenses incurred by the City of Pasco Engineering Department. 10) The developer shall insure active and ongoing dust abatement activities occur during the construction of the subdivision and construction of the houses thereon. 11) The final plat shall contain 10-foot utility easements parallel all streets and as where directed by Big Bend Electric. 12) The developer/builder shall pay the City a "common area maintenance fee" of $100 per lot upon issuance of building permits for homes. These funds shall be placed in a fund and used to finance the maintenance of lands on Broadmoor Boulevard. The city will not take over maintenance responsibilities until all homes in Phase 2 are completed. 13) The developer/builder shall pay the City a "traffic mitigation fee of $65 per lot upon issuance of building permits for homes. These funds shall be placed in a fund and used to finance signalization and other improvements necessary to mitigate traffic impacts on the circulation system within the I-182 corridor.
