WHEREAS, the City of Pasco and Franklin County are planning under the State Growth Management Act of 1990 as amended; and WHEREAS, the Growth Management Act requires the establishment of Urban Growth areas around all urban centers in Franklin County; and, WHEREAS, Franklin County is considering amending the Pasco Urban Growth Area by removing approximately 95 acres from the boundary as identified under Franklin County Master File Number 2002-05; and, WHEREAS, the City of Pasco has an obligation to undertake planning activities for all lands within the Pasco Urban Growth Area; and, WHEREAS, both the City and County comprehensive plans have encouraged industrial development in this area for 20 or more years; and, WHEREAS, this area is very near the new Lewis Street Interchange, SR- 12; and, WHEREAS, the City's water and sewer plans call for water and sewer lines on the east side of Highway 12 of sufficient size to serve anticipated industrial uses. Reducing the area that these utilities are planned to serve diminishes public investment; and, WHEREAS, many industrial facilities have located in the general area; and, WHEREAS, amending the Urban Growth Area boundary is not the only way to accommodate interim uses or desired uses.
