A RESOLUTION expressing opposition to the Devries Dairy
amendment to the Pasco Urban Growth Boundary proposed by
Franklin County.
WHEREAS, the City of Pasco and Franklin County are planning under
the State Growth Management Act of 1990 as amended; and
WHEREAS, the Growth Management Act requires the establishment of
Urban Growth areas around all urban centers in Franklin County; and,
WHEREAS, Franklin County is considering amending the Pasco Urban
Growth Area by removing approximately 95 acres from the boundary as
identified under Franklin County Master File Number 2002-05; and,
WHEREAS, the City of Pasco has an obligation to undertake planning
activities for all lands within the Pasco Urban Growth Area; and,
WHEREAS, both the City and County comprehensive plans have
encouraged industrial development in this area for 20 or more years; and,
WHEREAS, this area is very near the new Lewis Street Interchange, SR-
12; and,
WHEREAS, the City's water and sewer plans call for water and sewer
lines on the east side of Highway 12 of sufficient size to serve anticipated
industrial uses. Reducing the area that these utilities are planned to serve
diminishes public investment; and,
WHEREAS, many industrial facilities have located in the general area;
and,
WHEREAS, amending the Urban Growth Area boundary is not the only
way to accommodate interim uses or desired uses. In this case Franklin
County has the option of amending the zoning regulations to permit dairies
and related facilities (including an ancillary residence) by special permit; and,
WHEREAS, creating special permit provisions for dairies would
accommodate the current needs of the owner while preserving options for
future urban industrial development on this property; and,
WHEREAS, the City of Pasco has an obligation to preserve and protect
public and private investment through proper planning and land use
regulation; and,

WHEREAS, the Pasco City Council has reviewed the proposed County
amendment to the Pasco Urban Growth Area; and,
WHEREAS, the Pasco City Council has strong reservations about the
land use impacts and the impacts on private and public investment in the area
if the existing Pasco Urban Growth Area is amended; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO,
WASHINGTON:
Section 1. That the City of Pasco is strongly opposed to the proposed
Urban Growth Area boundary changes south of Easter Foster Wells Road
proposed under County Master File No. CPA 2002-05 for the reasons identified
in the whereas above
Section 2. That this resolution be forwarded to Franklin County for its
due consideration of the City Council's position when the Franklin County
Planning Commission and/or Franklin County Board of Commissioners
determine whether or not to modify the respective Pasco Urban Growth
boundary.
PASSED by the City Council of the City of Pasco this 3rd day of June,
2002.
