RESOLUTION NO. 2667
A RESOLUTION expressing opposition to the East Foster
Wells amendment to the Pasco Urban Growth Boundary proposed
by Franklin County.
WHEREAS, the City of Pasco and Franklin County are planning under
the State Growth Management Act of 1990 as amended; and
WHEREAS, the Growth Management Act requires the establishment of
Urban Growth areas around all urban centers in Franklin County; and,
WHEREAS, Franklin County is considering amending the Pasco Urban
Growth Area by adding 140 acres of farm land south of East Foster Wells Road
all as identified under Franklin County Master File Number 2002-04; and,
WHEREAS, the proposed Urban Growth Area amendment is being
proposed to facilitate suburban residential development; and,
WHEREAS, the City of Pasco has an obligation to undertake planning
activities for all lands within the Pasco Urban Growth Area; and,
WHEREAS, both the City and County comprehensive plans have directed
residential development away from the rail yards, the Ding City area and the
Foster Wells/395 area for more than 20 years; and,
WHEREAS, the City of Pasco and the Port of Pasco have invested
considerable public funds for industrial development and job creation in this
general area over the past decade, including in particular, the Pasco Processing
Center; and,
WHEREAS, the City of Pasco has constructed a 100 million gallon
industrial waste water lagoon less than one mile from the proposed boundary
change and said lagoon occasionally creates odors; and,
WHEREAS, industrial development will continue to occur in the area
upwind from the subject property creating additional noise, traffic, dust, glare,
odor, night lighting vibrations and other activities detrimental to residential
development; and,
WHEREAS, amending the Urban Growth Area boundary along East
Foster Wells Road jeopardizes public and private investment and will create a
disincentive for future industrial investment in the area; and,
WHEREAS, the City of Pasco has an obligation to preserve and protect
public and private investment through proper planning and land use
regulation; and,
WHEREAS, the Pasco City Council has reviewed the proposed County
amendment to the Pasco Urban Growth Area; and,
WHEREAS, the Pasco City Council has strong reservations about the
land use impacts and the impacts on private and public investment in the area
if the existing Pasco Urban Growth Area is amended to include the subject
property; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO,
WASHINGTON:
Section 1. That the City of Pasco is strongly opposed to the proposed
Urban Growth Area boundary changes south of Easter Foster Wells Road
proposed under County Master File No. CPA 2002-04 for the reasons identified
in the preamble above.
Section 2. That this resolution be forwarded to Franklin County for its
due consideration of the City Council's position when the Franklin County
Planning Commission and/or Franklin County Board of Commissioners
determine whether or not to modify the respective Pasco Urban Growth
boundary.
