A RESOLUTION supporting Pasco School District's Special
Replacement (M&O) Tax Levy.
WHEREAS, in calendar year 2000, the Pasco voters approved the two-year
Pasco School District's maintenance and operations levy which will expire in
December 2002; and
WHEREAS, the levy provides an estimated 16 percent of the funding necessary
for continuing school maintenance and operations; and
WHEREAS, the City of Pasco has experienced unprecedented residential growth
over the past several years, leading to an increased enrollment for the school district
and a corresponding need to expand school facilities, most notably the recent
construction of Ellen Ochoa Middle School; and
WHEREAS, the proposed replacement levy will generate the increased level of
funds necessary to operate the new schools while maintaining educational services
and programs at the current level throughout the district; and
WHEREAS, despite the increased levy funding, the tax rate necessary to provide
the proposed level of funding is expected to be not more than $4.20 per thousand and,
given the continuing rate of new investment and growth within the community, it is
expected that the rate will be closer to $4.00 per thousand, only slightly more than the
current rate of$3.96 per thousand: and
WHEREAS, the property interests and general welfare of the citizens of Pasco
are best served if the school district has the local funding level necessary to
appropriately serve the educational needs of the community; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO RESOLVE
AS FOLLOWS:
Section 1. That the Pasco City Council hereby endorses Pasco School
District's proposed replacement (M&O) tax levy to provide sufficient funds for school
operations.
