HomeMy WebLinkAbout2619 Resolution RESOLUTION NO. 2619 A RESOLUTION ENDORSING THE MAINSTEM PLAN AS AN AMENDMENT TO THE COLUMBIA RIVER BASIN FISH & WILDLIFE PROGRAM. WHEREAS, the U.S. Congress under the Northwest Power Act charged the Northwest Power Planning Council (Council) with developing and periodically amending a fish and wildlife program for the Columbia River Basin, and WHEREAS, the Council has been using the National Marine Fisheries Services (NMFS) Biological Opinions (1995, 1998, 2000) as the fish and wildlife program for the Columbia River Basin, and WHEREAS, in 1998 the Council received The Columbia-Snake River Flow Targets/Augmentation Program recommendations dated February 1998 sponsored by the Columbia-Snake River Irrigators Association and others, and WHEREAS, on March 14, 2001 the Council requested recommendations for a plan for the mainstem of the Columbia and Snake rivers, to be adopted as an amendment to the Council's Columbia River Basin Fish and Wildlife Program, and WHEREAS, in response to the Council's March 14, 2001 request, the Columbia-Snake River Irrigators Association, Eastern Oregon Irrigators Association, and Northwest Irrigation Utilities, submitted to the Council the "Mainstem Plan: A New Water Management Alternative for the Columbia River Basin" (Mainstem Plan) dated June 15, 2001, and WHEREAS, the recommendations in the Mainstem Plan would not be detrimental to Endangered Species Act (ESA) listings, and will enhance electrical generation, improve river flows that would benefit communities and industry, and provide an estimated $100 million per year to be used for ESA programs such as habitat programs in the tributaries and other programs; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO: That the City of Pasco concurs that the adoption of the Mainstem Plan is in the best interest of the ESA listed species, management of the Columbia River, and communities along the Columbia River, and that the Council should adopt the Mainstem Plan as an amendment to the Columbia River Basin Fish and Wildlife Program. Be it further resolved, the Governor of the State of Washington and the State of Washington's representatives to the Council are requested to support the Mainstem Plan as an amendment to the Council's Fish and Wildlife Program for the Columbia River Basin.
