RESOLUTION NO.2592
A RESOLUTION OPPOSING ANY SPECIAL BPA ELECTRICAL
RATES FOR DIRECT SERVICE INDUSTRIES.
WHEREAS, the City of Pasco strives to provide a meaningful quality of life for its
residents; and
WHEREAS, the electricity needs of our area are provided by Public Utility District No. 1
of Franklin County (Franklin PUD); and
WHEREAS, Franklin PUD is a preference customer under the Bonneville Project Act of
1937; and
WHEREAS, there is no statutory obligation for Bonneville Power Administration (BPA)
to serve the Direct Service Industries (DSI); and
WHEREAS, the DSIs have made nearly $2 billion in profits on cost-based federal hydro
power needed by the region; and
WHEREAS, the DSIs are currently lobbying Congress and the White House for another
special deal; and
WHEREAS, the special deal would effectively shift $1.5 billion in costs from the DSIs to
other customer groups of BPA; and
WHEREAS, our community is one of the groups who would be burdened with the cost
shifts; and
WHEREAS, customers of Franklin PUD are already facing significant rate increases
from BPA; and
WHEREAS, the high cost of electricity to Franklin PUD customers that would result
from such cost shifts could cause the loss of more than 1,000 jobs in our city; and
WHEREAS, resulting increased unemployment would have a devastating impact on the
quality of life in our community,
NOW, THEREFORE, BE IT RESOLVED that the City Council of Pasco, Washington
opposes Congress granting any special deals for DSI customers that would result in cost shifting
to other customer groups.
PASSED by the City Council of the City of Pasco at a regular meeting this day of
2001.
