HomeMy WebLinkAbout2549 Resolution 1586743 Page: 1 of 4 02/14/2001 10:04A PASCO CITY OF ORD1N 11.00 Franklin Co, WA RESOLUTION NO. 2549 A RESOLUTION declaring the City Council's intent to establish the zoning that will be applied to lands within the Road 100 annexation area when said lands are annexed to the City of Pasco. WHEREAS, property owners in the vicinity of Road 100 have expressed interest in annexing to the City; and, WHEREAS, in April of the year 2000 the City Council identified the boundaries for the Road 100 annexation area; and, WHEREAS, RCW 35A.14.330 permits the City to identify or establish zoning for an unincorporated area prior to annexation; and, WHEREAS, the Pasco Planning Commission held public hearings on June 15, 2000 and July 20, 2000 to develop a recommendation for zoning in the Road 100 annexation area; and WHEREAS, the City Council held a closed record hearing on September 18, 2000 to review the Planning Commission's recommendation; and, WHEREAS, the Pasco City Council finds that; a) The road 100 annexation area is identified in the Comprehensive Plan as an area primarily for low density residential uses with the possibility of some commercial uses in the northern portions of the area near the FCID canal, b) The area has developed with single family homes on lots generally larger than 12,000 square feet, c) Preservation of the neighborhood character is important to the neighborhood as evidenced by the public testimony before the Planning Commission, d) The Planning Commission statement of findings adequately addressed the zoning amendment review criteria of PMC 25. 88.060 and the same are incorporate herein; and, 1586743 Paget 2 of 4 02/14/2001 10:04A PASCO CITY OF ORDIN 11.00 Franklin Co, WA WHEREAS, the City Council agrees with and accepts the Planning Commissions' recommendation for zoning within the Road 100 Annexation Area; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO:, Section 1. That upon annexation lands within the Road 100 annexation will be simultaneously zoned Suburban residential as follows: The RS-12 Suburban Residential District shall be applied to the following property to wit: Beginning at a point on the south line of the FCID canal right-of-way, said point being the intersection of the east right-of-way line of Road 100 and the south right-of-way line of the FCID canal; Thence easterly along the south right-of-way line of the FCID canal to the intersection with the northerly extension of the center line of Road 96; Thence southerly along said extension of Road 96 to a point lying 30 feet east of the northeast corner of Short Plat 83-7; Thence westerly along the projection of the north line of Short Plat 83-7 to the northeast corner thereof; Thence westerly along the north line of Short Plat 83-7 to the northwest corner thereof; Thence southerly along the west line of Short Plat 83-7 to the southwest corner thereof, said southwest corner also being a point on the north line of Short Plat 77-21; Thence westerly along the north line of Short Plat 77-21 to the northwest corner of said Short Plat; Thence southerly along the west line of said Short Plat and continuing southerly along the east line of the west half of the southwest quarter of the southwest quarter of Section 17, Township 9 North, Range 29 East to the north right-of-way line of Argent Road; Thence west along the north right-of-way line of Argent Road to the intersection with the east right- of-way line of Road 100; Thence southerly to the southeast intersection of the Road 100 and Argent Road right-of-way; Thence southerly along the east right-of-way line of Road 100 to the intersection with the north right-of-way line of Court Street; Thence southerly along the southerly projection of the east right-of-way line of Road 100 to the intersection with south right-of-way line of Court Street; Thence westerly along the south right-of-way line of Court Street to the intersection with the northeast corner of Lot 3, Short Plat 88-07; Thence southerly along the east line of said Lot 3 and continuing southerly along the east line of Lot 1, Shot Plat 88-07 to the intersection with the west line of Section 20 Township 9 North Range 29 East; Thence southerly along the west line of said Section 20 and the southerly projection thereof to the intersection with the Benton-Franklin County boundary; Thence northwesterly along said County boundary to the intersection with the north right-of-way line of 1-182; Thence northeasterly along said I-182 right-of- way line to the intersection with the south line of Section 7, Township 9 North Range 29 East; Thence easterly along the south line of said Section 7 to the intersection with the east right-of-way line of the FCID canal; Thence northerly 1586743 ` Page: 3 of 4 02/14/2001 10:04A PASCO CITY OF ORDIN 11.00 Franklin Co, WA and easterly along said east right-of-way line which becomes the south right-of- way line of the FCID canal to the point of beginning; except Peppermint Terrace Second Addition, Peppermint Terrace Third Addition, Plat of Harris Subdivision, Replat of Peppermint Terrace Addition, and Shot Plat 88-07, as depicted on Exhibit #1. The RS-20 Suburban Residential District shall be applied to the following property to wit: Peppermint Terrace Second Addition, Peppermint Terrace Third Addition, Plat of Harris Subdivision, Replat of Peppermint Terrace Addition, and Shot Plat 88-07, as depicted on Exhibit #1.
