HomeMy WebLinkAbout2532 Resolution RESOLUTION NO. 2532 A RESOLUTION concerning the Lewis Street Corridor Study. WHEREAS, the Washington State Department of Transportation (WSDOT) constructed the Lewis Street Underpass in 1937 to provide a safe separated grade crossing for vehicles to cross under the Burlington Northern Santa Fe Railroad tracks; and WHEREAS, the underpass was constructed to the design standards and construction practices utilized in 1937; and WHEREAS, both pedestrian safety and vehicular safety in the underpass have become a concern; and WHEREAS, the rail system crossing the Lewis Street Underpass is part of the National Railroad Freight Network and currently handles 57 freight trains and two Amtrak trains daily; and WHEREAS, any disruption of the rail system at the Lewis Street Underpass would have major consequences on the delivery of freight mobility by rail; and WHEREAS, the City in 1999 contracted with the TRANSPO Group to evaluate the Lewis Street Underpass and identify overpass or underpass options between Court Street and `A' Street; and WHEREAS, the TRANSPO Group prepared the Lewis Street Corridor Grade Separation Railroad Report (Report) which identified deficiencies of the underpass and several options for replacement; and WHEREAS,the preparation of the Report involved public participation; and WHEREAS, the Pasco Planning Commission held a public hearing on the options in the Report; NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO RESOLVE AS FOLLOWS: 1. The Pasco City Council (Council) accepts the Report prepared by the TRANSPO Group dated June 2, 2000 as completed. 2. The Council acknowledges the recommendation by the Pasco Planning Commission and the Pasco Downtown Development Association for Alternative 2 in the Report, for an overpass north of the Lewis Street Underpass located between Lewis Street and Clark Street west of the railroad tracks with Lewis Street and Clark Street being converted to one-way streets. r 'r 3. The Council concurs with the recommendation for Alternative 2 and directs City staff to proceed with the appropriate programs to implement Alternative 2.
