A RESOLUTION ENDORSING H.R. 3160, THE "COMMON SENSE
PROTECTIONS FOR ENDANGERED SPECIES ACT".
WHEREAS, in 1973 the Endangered Species Act(ESA) became law; and
WHEREAS, while the ESA has resulted in limited success, its implementation has
resulted in substantial hardship for state and local governments and for private citizens;
and
WHEREAS, Congress is considering H.R. 3160 which will revise the ESA to
increase its effectiveness and to reduce its burden on state and local governments and on
private citizens by: requiring the consideration of species listing information from the
public and from local governments; requiring substantial scientific data to support listings;
requiring all data to become public information subject to public review; requiring peer
review of listings, delistings, and for designation of critical habitat; and
WHEREAS, H.R. 3160 will also: allow states and local governments to participate in
the review process; require the consideration of the economic impacts to be expected from a
species listing; treat private citizens fairly by allowing them to participate in consultations;
and will provide states with the opportunity to develop and implement species recovery
plans.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO,
WASHINGTON, DO RESOLVE AS FOLLOWS.
Section 1. That the Pasco City Council hereby endorses H.R. 3160 which will revise
the ESA to increase its effectiveness and to reduce its burden on state and local
governments.
Section 2. That the Pasco City Council hereby encourages Pasco individuals and
businesses to support H.R. 3160 by contacting their Congressional representatives.
PASSED by the City Council of the City of Pasco at a regular meeting this 22"a day
of February, 2000.
