HomeMy WebLinkAbout2506 Resolution RESOLUTION NO. 2506 A RESOLUTION OPPOSING SNAKE RIVER DAM BREACHING AND DRAWDOWN OF JOHN DAY RESERVOIR ON THE COLUMBIA RIVER. WHEREAS, in 1997 the Pasco City Council adopted Resolution No. 2311 opposing Snake River dam breaching and drawdown of John Day Reservoir on the Columbia River; and WHEREAS, the Pasco City Council wishes to.renew its opposition to dam breaching and reservoir drawdown based upon findings released in the Corps of Engineer's Draft EIS (DEIS), through the adoption of this Resolution; and WHEREAS, the DEIS indicates that dam breaching may not significantly help endangered fish; and WHEREAS, the DEIS indicates that dam breaching will create significant negative environmental impacts, including a loss of habitat for resident fish and wildlife; and WHEREAS, the DEIS indicates that dam breaching will eliminate Snake River commercial navigation, causing a shift to truck and rail transport, resulting in increased transportation costs of $24 million annually and increasing highway and rail safety concerns; and WHEREAS, the DEIS indicates that dam breaching will require private and municipal well users to modify their wells, resulting in amortized modification costs of$15.5 million annually; and WHEREAS, the DEIS indicates that dam breaching will result in lost hydro- electric power generation which will cost $251 to 291 million annually to replace by more expensive sources; and WHEREAS, the DEIS indicates that dam breaching will result in a loss of 3,000 area jobs having an average annual income of over $33,000, and would result in an additional 2,400 jobs being lost due to reduced spending associated with increased power rates; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO RESOLVE AS FOLLOWS: Section 1. That the Pasco City Council hereby opposes Snake River Dam Breaching and drawdown of John Day Reservoir on the Columbia River.
