A RESOLUTION opposing State Initiative 695.
WHEREAS, Initiative 695, to be voted on as part of the November General Election
Ballot, is a state-wide Initiative to reduce the Motor Vehicle Excise Tax (MVET) to $30.00 per
vehicle per year and to require a public vote of any increase of any governmental tax, fee or
monetary charge for service; and
WHEREAS, a substantial portion of the MVET collected by the state is directly and
indirectly returned annually to Washington Cities for the provision of various public
services; and
WHEREAS, with passage of the Initiative, the City of Pasco will lose at least $660,000
in MVET revenue in CY 2001 alone; and
WHEREAS, to offset the loss of such revenue, the city will be required to reduce or
eliminate some local services to the community and potentially increase some local revenue
sources, such as the property tax, to assure the delivery of those services deemed by the City
Council to be necessary for the community; and
yjILERF.dS, in addition to the loss of funds for city services, public health programs
would lose nearly 25 percent of the annual budget for delivery of public health services
within the Franklin county area and, in addition, Franklin County would suffer a
substantial reduction in funds available for the delivery of criminal justice services within
Franklin County, including the City of Pasco; NOW, TIIERF.FOREy
THE CITY COUNCIL OF TBE CITY OF PASCO, WASHINGTON, DO RESOLVE AS
FOLLOWS:
Section 1. That the Pasco City Council hereby opposes Initiative 695 and urges the
state legislature to define a more sensible reduction of the motor vehicle
excise tax through the legislative process.
PASSED by the City Council of the City of Pasco at its regular meeting dated this 20th
day of September, 1999.
