A RESOLUTION supporting legislative authority for Public Utility
Districts to provide telecommunication facilities and services.
WHEREAS, high-speed, high-capacity telecommunication facilities and services
are necessary for a healthy economy, for educational opportunities for children and
adults, for excellent health care, and for many other purposes in the City of Pasco and
Franklin County; and
WHEREAS, Public Utility District No. 1 of Franklin County (Franklin PUD) has
the ability to provide telecommunication facilities and services that our community
needs; and
WHEREAS, Washington's PUD law, RCW Chapter 54, does not clearly authorize
Franklin PUD to provide all of the telecommunication facilities and services that the
citizens of Pasco may desire the PUD to provide; and
WHEREAS, SB 6105, a bill 'introduced in the Washington legislature, proposes to
make it clear that public utility districts may develop and provide a full range of
telecommunication facilities and services; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO RESOLVE
AS FOLLOWS:
Section 1. That the City of Pasco urges the Washington Legislature to adopt SB
6105 authorizing public utility districts to develop and provide a full
range of telecommunication facilities and services.
PASSED by the City Council of the City of Pasco, Washington at its regular
meeting dated this 20'' day of September, 1999.
