A RESOLUTION supporting State Initiative Measure 696 which proposes
to ban the use of commercial net fishing within the State.
WHEREAS, a group of Washington State citizens has formulated State Initiative
696 for the November 1999 statewide ballot; and
WHEREAS, the Initiative proposes to ban commercial net fishing within the State
(except for tribal net fishing conducted under a valid treaty); and
WHEREAS, the purpose of the Initiative is to reduce the annual harvest of fish in
an attempt to improve depressed/endangered fish runs, including those on the Columbia
and Snake Rivers; and
WHEREAS, the National Marine Fisheries Service is studying dam-breaching as a
means of ensuring adequate runs of depressed/endangered fish; and
WHEREAS, reducing the harvest of depressed/endangered fish as a means of
increasing their numbers is preferable to drastic measures such as dam-breaching; NOW,
THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO
RESOLVE AS FOLLOWS:
Section 1. That the Pasco City Council hereby supports State Initiative Measure
696 which would ban the use of commercial net fishing within the State.
PASSED by the City Council of the City of Pasco at its regular meeting dated this
21st day of June, 1999.
