HomeMy WebLinkAbout3689 Ordinance x ORDINANCE NO. 3 (Al AN ORDINANCE relating to comprehensive land use planning and amending the Comprehensive Plan for the City of Pasco. WHEREAS, the Pasco City Council did on August 21, 1995 adopt by Ordinance No. 3104 a Comprehensive Plan for the City; and, WHEREAS, the Comprehensive Plan was intended to be a guide for development and should be reviewed annually; and, WHEREAS, the Planning.Commission conducted a public hearing on July 22, 2004 and following discussion, unanimously recommended that the land use map portion of the Comprehensive Plan be amended; and, WHEREAS, the responsible official for the State Environmental Policy Act has determined the recommend policy plan amendment will not have a probable significant adverse impact on the quality of the environment; and, WHEREAS, RCW 36.70A.130 permits amendments to Comprehensive Plans no more than once every year unless an emergency is declared; and, WHEREAS, the City Council finds there is an immediately need to amend the Comprehensive Plan and declares an emergency; and WHEREAS,the City Council finds the Planning Commission's recommendation will aid the City in anticipating orderly and coordinated development within the city; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS: Section 1. Ordinance No. 3104 is hereby amended to show changes in the land use map of the Comprehensive Plan as indicated in Exhibit "1" attached hereto. Section 2. That Transportation Goals section of the Comprehensive Plan be and are hereby amended to include a new subsection to read as follows: TR-3-C POLICY: PROVIDE BUFFERS SUCH AS SOLID FENCES OR WALLS BETWEEN TRUCK ROUTES AND RESIDENTIAL NEIGHBORHOODS. Constant truck traffic near or through residential neighborhoods detracts from the quality of life for residents. The erection of solid fences and or walls along major transportation routes baffles noise and improves living conditions in residential areas. Section 3. This ordinance shall be in full force and effect after passage and publication as required by law, PASSED by the City Council of the City of Pasco,this 16`h day of August, 2004. Michael L.
