AN ORDINANCE OF THE CITY OF PASCO, WASHINGTON AMENDING
SECTION 6.04.240 "SPECIAL COLLECTION AND TRANSPORTATION."
WHEREAS, the traditional spring and fall cleanup week for free solid waste disposal
was modified last year to provide eligible households coupons which can be used anytime during
the year, rather than be restricted to a single week each spring and fall; and
WHEREAS, the new coupon system created unanticipated conflict and abuse for the
solid waste contractor last year, as the coupons were used for disposal of waste not intended to
be included in the traditional program;and
WHEREAS, the City Council finds it in the best interest of the community to maintain
the additional flexibility of the coupon program if the abuses can be curtailed through
modification of the program rules; NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:
Section 1. That Section 6.04.240 entitled "Special Collection and Transportation" of
the Pasco Municipal Code shall be and hereby is amended and shall read as follows:
6.04.240 SPECIAL COLLECTION AND RESIDENTIAL COUPON PROGRAM. The
solid waste contractor shall issue two (2) residential coupons for the benefit of each residential
premises within the City which will provide for wed certain disposal privileges at the
contractor's transfer station, each valid for one (1) day during the transfer facility's operating
hours and redeemable within the calendar year in which they are issued subject to the following
terms and conditions:
A) Residential coupons shall be available for residential use only. Commercial
accounts (businesses, apartments, mobile home parks and industrial customers) are not eligible
for the Residential Coupon Program.

B) For each fie residential service account existing or initiated prior to June 30 of
each year,that household will be given eligible two (2) coupons; new residential service
accounts initiated after June 30,will be issued eligible for one (1) coupon. Eligible households
shall be advised of the coupon program rules and obtain their coupons at the contractor's place
of business after demonstrating to the contractor compliance with the following qualifications:
1. Current residency at an address within the City of Pasco, as evidenced by
governmentally issued identification with photo;
2. Current solid waste account with contractor for same person at same address
identified in No. 1 above.

standard charges shall be applied to all waste exceeding the 500 pound limitation and any waste
excluded by the following coupon restrictions, except:
1} Up to a maximum of four (4) automobile
tires only &ha4l may be meted included in the 500 Hound coupon disposal. Vehicle
tires with wheels, tires larger than automobile size and tires in excess of four (4) will be
accepted at an additional charge, depending on the size of the tire.
2) Disposal ef up Up to two (2) appliances shall maybe
allowed included in the 500 pound coupon disposal provided, however, there shall be a
Reffiger-ated plia ees -A411 be aecepted wkh an additional standard charge of thirty-five
dollars (535.00)plus tax, for any appliance which contains freon.
F)D) No deliveries of solid waste by dump trucks or large commercial vehicles will be
accepted.
CT)E) No dirt, rocks, sod, concrete, asphalt, roofing or similar types of materials will be
accepted under the residential coupon. Additional tonnage charges will apply to these types of
solid waste materials.
Renters and those living in residential units up to a tri-plex, who also are required by their
landlords to nay for garbage service, will be issued residential coupons for each occupied unit-, if
the person renting the unit provides proof of rental, together with the coupon and identification

Section 2. This ordinance shall take effect and be in force from and after its passage
and five days following its publication as required by law.
PASSED by the City Council of the City of Pasco at its regular meeting this 5`h day of
