HomeMy WebLinkAbout3517 Ordinance w ORDINANCE NO. 3517 An Ordinance relating to Employee Benefits and Amending PMC 2.42.600. WHEREAS, the City of Pasco provides certain insurance benefits for its regular employees; and WHEREAS, the City has historically paid 100% of the premium associated with the provision of such insurance programs; and WHEREAS, the continuing escalation in medical costs and related insurance premiums has led more public employers to begin sharing with employees the responsibility for rising premium costs; and WHEREAS, the majority of bargaining unit employees of the City of Pasco already share in the monthly medical/dental insurance premium and the balance of employees should likewise participate; NOW, THEREFORE, THE CITY COUNCEL OF THE CITY OF PASCO, WASHINGTON DO ORDAIN AS FOLLOWS: Section 1. That PMC Section 2.42.600 be the same is hereby amended to read as follows: 2.42.0.600 BENEFITS (A) The salary schedule for non-management position employees, except as modified by a collective bargaining unit agreement, shall be known as the "modified open-range pay plan." New employees shall begin at the first level for their position or job classification to be known as the entrance level, except in cases where the new employee's capabilities are such that he/she is fully prepared to take over a particular position without further experience. The City Manager shall have the authority to decide when such exceptions will be permitted. The next level shall be known as the competent level and a new employee shall be placed at that level following a probationary period after his/her initial employment. This probationary period will generally be for a minimum of six months, depending upon the learning cycle required for the incumbent to become fully acquainted with the full range of job responsibilities and duties. The City Manager shall have the authority to reduce or lengthen the probationary period. The maximum probationary period shall be for one year. The highest rate of pay for an employee shall be the maximum level as set forth for his/her position or job classification by Ordinance. The City Manager shall have the authority to place an incumbent at a higher rate of pay than the competent level during the term of his/her employment up to the maximum rate of pay as set forth for the position or job classification by Ordinance. Ordinance Amending Section 2.42.600 - 1 i (B) In addition to salaries, all regular non-represented full-time and regular non-represented part-time employees shall be entitled to the insurance benefits listed below: (1) Medical insurance, provided regular part-time employees pay own premium; (2) Dental insurance, provided regular part-time employees pay own premium; (3) Life insurance ($15,000); except that Department Heads shall receive the policy value of$50,000.00 and division managers a policy value of $30,000.00. All life policies shall be group term policies of insurance. (4) State industrial insurance, medical aid and pension, as provided for in the Revised Code of Washington. The cost of medical aid and pension are to be shared equally by the City (the employer) and the employee or as otherwise required by State or Federal law. Except as otherwise provided herein or as provided in union agreement, all benefits shall be provided by insurance carriers selected by the City, or provided by the City through a program or programs of self-insurance. Unless specifically provided otherwise by union agreement or bYCity Council resolution in the case of non-represented employees, all premiums for said benefits shall be paid by the City. Section 2. This Ordinance shall take full force and effect five (5) days after its approval, passage and publications required by law.
