HomeMy WebLinkAbout3476 Ordinance ORDINANCE NO. 3476 AN ORDINANCE of the City of Pasco, Washington, Amending Sections 1.10.020 "District One"; 1.10.030 "District Two"; 1.10.040 "District Three"; 1.10.050 "District Four"; 1.10.060 "District Five"; 1.10.090 "Re-Establishment of District Boundaries"; and 1.10.100 "Annexation", Providing for the Amendments of the Voting Districts Within the City. WHEREAS, the City of Pasco has received the federal decennial census information from the 2000 census applicable to the City of Pasco, and WHEREAS, pursuant to RCW 29.70.100, the City is required to prepare a plan for redistricting its internal voting districts consistent with the designated statutory criteria, and WHEREAS, a public hearing, after due notice, was held before the City Council on June 18, 2001, and WHEREAS, the City Council, after due and deliberate consideration, does establish this plan for amending said voting districts; NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. That Section 1.10.020 entitled "District One" of the Pasco Municipal Code, shall be and hereby is amended and shall read as follows: 1.10.020 DISTRICT ONE. Voting district one shall encompass the area within the City of Pasco comprised of precinct numbers one, two, three,, nine and seventeen, , as those precincts are described on the maps and property descriptions on file with the Auditor of Franklin County. That Section 1.10.030 entitled "District Two" of the Pasco Municipal Code, shall be and hereby is amended and shall read as follows: 1.10.030 DISTRICT TWO. Voting district two shall encompass the area compromised of precinct numbers six, seven, eleven, twelve, fourteen, thirty-one and thirty-three, as those precincts are described by the maps and property descriptions on file with the Auditor of Franklin County. That Section 1.10.040 entitled "District Three" of the Pasco Municipal Code, shall be and hereby is amended and shall read as follows: 1.10.040 DISTRICT THREE. Voting district three shall encompass the area compromised of precinct numbers five, eight, twely&,-thirteen, fifteen, sixteen, eighteen,-nineteen twenly, twenty-two, twenty-three , twenty-five and twenty-seven , as those precincts are described by the maps and property descriptions on file with the Auditor of Franklin County. That Section 1.10.050 entitled "District Four" of the Pasco Municipal Code, shall be and hereby is amended and shall read as follows: 1.10.050 DISTRICT FOUR. Voting district four shall encompass the area compromised of precinct numbers four, ten, twenty-one, e,twenty- eight, thirty-two, thirty-five,atid thirty-nine and foM-eight B C D E and F, as those precincts are described by the maps and property descriptions on file with the Auditor of Franklin County. That Section 1.10.060 entitled "District Five" of the Pasco Municipal Code, shall be and hereby is amended and shall read as follows: 1L.10.060 DISTRICT FIVE. Voting district five shall encompass the area compromised of precinct numbers twenty-four,_ twenty-six, twen -nine thi thirty-four, thirty-six, thirty-seven, thirty-eight and f6rt} f6 -two, as those precincts are described by the maps and property descriptions on file with the Auditor of Franklin County. That Section 1.10.90 entitled "Re-Establishment of District Boundaries" of the Pasco Municipal Code, shall be and hereby is amended and shall read as follows: 1.10.090 RE-ESTABLISHMENT OF DISTRICT BOUNDARIES. The Council shall re-establish district boundaries whenever the number of register-ed _,� population in any district exceeds by ten percent or more the number of registered voters population in any other district; provided, that no change in the boundaries of any district shall be made within sixty days next before the date of a general municipal election, nor within twen twelve months after the districts have been established or altered. (Ord. 1472 Sec. 9, 1971.) Ord. 3476- 2 ' t Section 7. That Section 1.10.100 entitled "Annexation" of the Pasco Municipal Code, shall be and hereby is amended and shall read as follows: 1.10.100 ANNEXATION. When additional territory is added to the City, it may, by act of the City Council, be annexed to contiguous districts or attached to any other district as the Council may determine without affecting the right to re- district at the expiration of twen+y twelve months after the last previous division. (Ord. 1472 Sec. 10, 1971.) Section 8. This Ordinance shall take full force and effect five (5) days after its approval, passage and publications required by law.
