ORDINANCE NO . 3355
AN ORDINANCE RELATING TO LAND USE AND ZONING
AMENDING PMC TITLE 25 DEALING WITH FACTORY
ASSEMBLED HOMES .
WHEREAS , cities have the responsibility to regulate and control the
physical development within their borders and insure the public welfare of
the community is maintained ; and ,
WHEREAS , the City of Pasco has zoning regulations that encourage
orderly growth and protect the public welfare of the community; and ,
WHEREAS , from time to time , the City Council causes the zoning
regulations to be reviewed to insure they fulfill their purposes in protecting
the welfare of the community; and ,
WHEREAS , the City Council has determined that to further the
purposes of comprehensive planning and to maintain and protect the welfare
of the community, it is necessary to amend PMC Title 25 ; NOW THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO , WASHINGTON, DOES
ORDAIN AS FOLLOWS:
Section 1 . That Section 25 . 70 . 090 of the Pasco Municipal Code be
and the same is hereby amended to read as follows :
25 . 70 . 090 FACTORY ASSEMBLED HOMES . Factory assembled homes may be
permitted in the R- S - 20 , R- S - 12 , R- S - 1 , R-1 , R- 2 , R-3 and R-4 zoning
districts , provided the following provisions are met :
1 . Location Criteria:
(a) A lot or parcel upon which a factory assembled home is to be
placed shall be part of a subdivision that was platted not less than
thirty-five years ago .
(b) The unit must be less than five years old as determined by the
manufacture date .
(c) The value of a factory assembled home must not be less than 100
percent of the average assessed value , as determined by the records of
the County Assessor, of improvements on other properties in the same
block and adjacent blocks . Properties developed with commercial or
multifamily structures shall not be considered when determining value .
Determination of value shall include the value of all site improvements
for adjacent properties and only the factory assembled home ,
foundation and attached improvements .

(d) The unit must not have outside dimensions less than 24 ' x 36'
which provides 864 sq. ft . of living space excluding basements and
attached garages .
( e ) Roofing materials must be approved composition shingles , coated
metal or similar roofing material . The roof pitch shall not be less than
3 / 12 *
(fl Exterior siding must consist of cottage lap , T1 - 11 or similar
siding materials commonly used on conventional site built residences .
(g) Placement of factory assembled homes must conform to all
applicable yard requirements for the zoning district in which it is
located .
(h) The unit must be placed on a pit set foundation system and be
skirted with a material which is similar in appearance to concrete and
be provided with required crawl spaces access and ventilation as
recommended by the manufacturer.
(i) Title elimination must occur within one year of installation .
6 ) All wheels , tongues , and other transportation equipment must be
removed from the unit when placed upon the lot.
(k) No certificate of completion will be issued until all attached
improvements , if any are completed .
Section 2 . This Ordinance shall be in full force and effect five days
after passage and publication as required by law.
PASSED by the City Council of the City of Pasco , at its regular
meeting, April 19 , 1999 .
