REGULAR MEETING PASCO CITY COUNCIL DECEMBER 20, 1999
CALL TO ORDER:
The meeting was called to order at 7:00 P.M. by Charles D. Kilbury,
Mayor.
ROLL CALL:
By Deputy City Clerk. Councilmembers present: Michael Garrison,
Dan Lathirn, Rebecca Francik, and Carl Strode. Councilmember(s)
absent: Joe Jackson and Chris Jensen. Also present: Gary
Crutchfield, City Manager; Leland B. Kerr, City Attorney; Stan Strebel,
Administrative & Community Services Director; Bob Alberts, Public
Works Director; Dave McDonald, City Planner; Jim Chase, Finance
Manager; Denis Austin, Police Chief; Richard Smith, Community &
Economic Dev. Director; Tim Arntzen, Management Assistant; and Kurt
Luhrs, Personnel/Risk Manager.
PLEDGE OF ALLEGIANCE:
The meeting was opened with the Pledge of Allegiance.
CONSENT AGENDA:
MOTION: Mr. Garrison moved to approve the Consent Agenda. Mr.
Lathirn seconded the motion. Motion carried by unanimous roll call
vote. Consent items are as follows:
A) Approval of Minutes: To approve minutes of Regular Meeting held
December 6, 1999.
To approve minutes of Special Meeting held December 13, 1999.
B) Bills and Communications: To approve General Claims in the
amount of $1,653,839.85 ($168,765.75 being in the form of Wire
Transfer Nos. 3355, 3356 and 3358; and $1,485,074.10 consisting of
Claim Warrants numbered 117445 through 117669).
Bad Debt Write-offs: To approve bad debt write-offs for utility
billing, ambulance, miscellaneous, cemetery and Municipal Court
non-criminal, criminal and parking accounts receivable in the total
amount of$94,821.01, and of that amount, authorize $90,927.94 be
turned over for collection.
C) Irrigation Water Agreement for Softball Complex and Sunny
Meadows Park: To authorize the City Manager to sign Amendment
No. 1 to the March 3, 1997 agreement with Water Inc., for the
provision of irrigation water.

PUBLIC HEARINGS:
1999 Budget Supplemental:
MAYOR KILBURY DECLARED THE PUBLIC HEARING OPEN TO
CONSIDER BUDGET SUPPLEMENTAL TO THE 1999 ANNUAL BUDGET
AND THE 1999 CAPITAL BUDGET.
Following three (3) calls from Mayor Kilbury for comments from the
floor, either for or against, and there being none, the public hearing
was declared closed.
Mr. Chase explained that the ordinance states an incorrect amount to
be supplemented to the General Fund. Mr. Chase stated that the
ordinance should read $2,035,500 as the correct amount, with the total
amount needed to supplement the 1999 Annual Budget at $2,185,000.
ORDINANCE NO. 3396
AN ORDINANCE RELATING TO THE ANNUAL BUDGET OF
THE CITY OF PASCO FOR THE YEAR 1999.
MOTION: Ordinance No. 3396, was read by title only. Mr. Garrison
moved to adopt Ordinance No. 3396, authorizing the 1999 Operating
Supplemental Budget in the amount of $2,185,000. Mr. Lathim
seconded the motion. Motion carried by unanimous roll call vote.
ORDINANCE NO. 3397
AN ORDINANCE RELATING TO SUPPLEMENTAL CAPITAL
IMPROVEMENTS BUDGET FOR THE YEAR 1999.
MOTION: Ordinance No. 3397, was read by title only. Mr. Garrison
moved to adopt Ordinance No. 3397, authorizing the 1999 Capital
Improvements Supplemental Budget in the amount of $4,507,000. Mr.
Lathim seconded the motion. Motion carried by unanimous roll call
vote.
2000 Budgets - Annual Operating and Capital Projects:
MAYOR KILBURY DECLARED THE PUBLIC HEARING OPEN TO
CONSIDER THE YEAR 2000 BUDGETS - ANNUAL OPERATING AND
CAPITAL PROJECTS.
Following three (3) calls from Mayor Kilbury for comments from the
floor, either for or against, and there being none, the public hearing

ORDINANCE NO. 3392
AN ORDINANCE ADOPTING THE CITY OF PASCO
OPERATING BUDGET FOR THE YEAR 2000
MOTION: Ordinance No. 3392, was read by title only. Mr. Garrison
moved to adopt Ordinance No. 3392, authorizing the 2000 Annual
Operating Budget. Mr. Lathim seconded the motion. Motion carried by
unanimous roll call vote.

ORDINANCE NO. 3393
AN ORDINANCE ADOPTING THE CITY OF PASCO CAPITAL
PROJECTS BUDGET FOR THE YEAR 2000.
MOTION: Ordinance No. 3393, was read by title only. Mr. Garrison
moved to adopt Ordinance No. 3393, authorizing the 2000 Capital
Projects Budget. Mr. Lathim seconded the motion. Motion carried by
unanimous roll call vote.
Vacation - Utility Easement in Block 16, Gantenbien's Addition (ME
#99-78-V):
Following three (3) calls from Mayor Kilbury for comments from the
floor, either for or against, and there being none, the public hearing
was declared closed.
MOTION: Mr. Garrison moved to deny the requested vacation. Mr.
Lathim seconded the motion. Motion carried unanimously.
ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS:
ORDINANCE NO. 3398
AN ORDINANCE RELATING TO PLATS AND
SUBDIVISIONS AMENDING THE PASCO MUNICIPAL
CODE BY REPEALING TITLE 21 (PLATS AND
SUBDIVISIONS) AND ENACTING A NEW TITLE 26
ESTABLISHING NEW SUBDIVISION REGULATIONS FOR
THE CITY OF PASCO.
MOTION: Ordinance No. 3398, was read by title only. Mr. Garrison
moved to adopt Ordinance No. 3398, amending the Pasco Municipal
Code by repealing Title 21 dealing with subdivisions and enacting a new
Title 26 dealing with subdivisions, and authorize publication by
summary only. Mr. Lathim seconded the motion. Motion carried
unanimously.
ORDINANCE NO. 3399
AN ORDINANCE INCREASING THE TAX LEVIED UPON
THE PRIVILEGE OF DOING CABLE TELEVISION, SOLID
WASTE, WATER AND SEWER BUSINESS WITHIN THE CITY
OF PASCO TO EIGHT AND ONE-HALF PERCENT (8.5%).
MOTION: Ordinance No. 3399, was read by title only. Mr. Garrison
moved to adopt Ordinance No. 3399, amending the Utility-Occupation
License Tax rates upon the gross revenues for Cable Television
subscription, solid waste collection, domestic and irrigation water and
sanitary sewer service from 8% to 8.5%. Mr. Lathim seconded the
motion. Motion carried unanimously.
ORDINANCE NO. 3400
AN ORDINANCE CONCERNING WAGES FOR CERTAIN
NON-MANAGEMENT PERSONNEL FOR THE CALENDAR
YEAR 2000.
MOTION: Ordinance No. 3400, was read by title only. Mr. Garrison
moved to adopt Ordinance No. 3400, adjusting the non-represented

wage plan for year 2000. Ms. Francik seconded the motion. Motion
carried unanimously.
ORDINANCE NO. 3401
AN ORDINANCE CONCERNING SALARIES FOR
MANAGEMENT POSITIONS FOR THE CALENDAR YEAR
2000.
MOTION: Ordinance No. 3401, was read by title only. Mr. Garrison
moved to adopt Ordinance No. 3401, adjusting the management salary
plan for year 2000. Mr. Lathim seconded the motion. Motion carried
unanimously.
UNFINISHED BUSINESS:

NEW BUSINESS:
None.
MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL:
Meeting Schedule: Mr. Crutchfield explained to Council that the meeting
for December 27, 1999 and January 3, 2000 would be cancelled and a
special meeting would be scheduled for January 10, 2000. Mr.
Crutchfield explained that at the special meeting the oaths of office
would be given to newly elected councilmembers; Council would select a
mayor for 2000-2001; accounts payable claims for December, 1999 and
January, 2000 would be approved; and payroll claims would be
approved.
Executive Session: Mayor Kilbury recessed to an executive session at
7:18 p.m. for the purpose of disposition of real estate and evaluation of
an employee.
