HomeMy WebLinkAbout1999.11.29 Council Minutes MINUTES SPECIAL MEETING PASCO CITY COUNCIL NOVEMBER 29, 1999 CALL TO ORDER: The meeting was called to order at 7:00 P.M. by Charles D. Kilbury, Mayor. ROLL CALL: By Deputy City Clerk. Councilmembers present: Michael Garrison, Joe Jackson, Chris Jensen, Dan Lathim, and Carl Strode. Councilmember(s) absent: Rebecca Francik. Also present: Gary Crutchfield, City Manager; Leland B. Kerr, City Attorney; Stan Strebel, Administrative & Community Services Director; Erin Forrest, City Engineer; Dan Underwood, Finance Manager; Denis Austin, Police Chief; Greg Garcia, Fire Chief; Richard Smith, Community & Economic Dev. Director; and Kurt Luhrs, Personnel/Risk Manager. NEW BUSINESS: Setting the 2000 Property Tax Levy: ORDINANCE NO. 3388 AN ORDINANCE PROVIDING FOR THE AD VALOREM TAX LEVY IN THE CITY OF PASCO IN ACCORDANCE WITH STATE LAW. MOTION: Ordinance No. 3388, was read by title only. Mr. Garrison moved to adopt Ordinance No. 3388, providing for the 2000 Ad Valorem Tax, a levy for the 1993 Unlimited Tax General Obligation Bond and the 1999 Unlimited Tax General Obligation Bond. Mr. Lathim seconded the motion. Motion carried by unanimous roll call vote. ORDINANCE NO. 3389 AN ORDINANCE PRESERVING PROPERTY TAX LEVY CAPACITY IN THE CITY OF PASCO, WASHINGTON, FOR FISCAL YEARS AFTER 2000 IN ACCORDANCE WITH STATE LAW. MOTION: Ordinance No. 3389, was read by title only. Mr. Garrison moved to adopt Ordinance No. 3389, preserving property tax levy capacity for fiscal years after 2000 in accordance with state law. Mr. Lathim seconded the motion. Motion carried by unanimous roll call vote. International Union of Operating Engineers Local #280 Contract: MOTION: Mr. Garrison moved to approve the Collective Bargaining Agreement with the International Union of Operating Engineers (IUOE) Local #280 and, further, authorize the Mayor to sign the agreement.
