HomeMy WebLinkAbout1998.09.08 Council Minutes MINUTES REGULAR MEETING PASCO CITY COUNCIL SEPTEMBER 8, 1998 CALL TO ORDER: The meeting was called to order at 7:00 P.M. by Charles D. Kilbury, Mayor. ROLL CALL: By Deputy City Clerk. Councilmembers present: Michael Garrison, Joe Jackson, Chris Jenson, Charles Kilbury, Dan Lathim, Rebecca Francik, and Carl Strode. Also present: Gary Crutchfield, City Manager; Leland B. Kerr, City Attorney; Dave McDonald, City Planner; Greg Garcia, Fire Chief; Denis Austin, Police Chief; Tim Arntzen, Management Assistant; and Kurt Luhrs, Personnel/Risk Manager. PLEDGE OF ALLEGIANCE: The meeting was opened with the Pledge of Allegiance. CONSENT AGENDA: MOTION: Mr. Garrison moved to approve the Consent Agenda. Mr. Lathim seconded the motion. Motion carried by unanimous roll call vote. Consent items are as follows: A) Approval of Minutes: To approve minutes of Regular Meeting held August 17, 1998. To approve minutes of Special Meeting held August 31, 1998. B) Bills and Communications: To approve General Claims in the amount of $1,300,863.12 ($122,779.58 being in the form of Wire Transfer Nos. 3194 through 3197; and $1,178,083.54 consisting of Claim Warrants numbered 109671 through 109955). C) Resolution No. 2394: To approve Resolution No. 2394, accepting a petition for the annexation of properties generally south of Court Street, north of Marie Street, between Road 44 and Road 52, and further, providing a determination on zoning and indebtedness. D) Acceptance of Reciprocal Easement Agreement and Deed from Columbia Basin Fitness Club: To accept the reciprocal easement and deed as granted by the Columbia Basin Fitness Club. E) Special Permit - Temporary Operation of the Tri-Cities Prep School at the Broadmoor Outlet Mall (MF #98-81-SPI: To approve the special permit for Tri-Cities Prep to temporarily operate a classroom at the Broadmoor Factory Outlet Mall, Space #220, as recommended by the Planning Commission. F) Resolution No. 2395: To approve Resolution No. 2395, authorizing and directing the City Manager to seek proposals to develop Phase 6, The Village at Sun Willows. PROCLAMATIONS AND ACKNOWLEDGMENTS: Yard of the Month Award: Mayor Kilbury presented Yard of the Month Awards for August, 1998 to the following Pasco residents: Bud 8. Betty Smith, 803 N. Elm Avenue (unable to attend). Don & Carol Harris, 202 S. 26th Avenue. John & Barbara Kerrs, 2104 N. 18th Drive (unable to attend). Bob & Karen Davis, 4703 Desert Plateau Drive. Scott & Joan Thorne, 3624 W. Agate Street (unable to attend). VISITORS: None. REPORTS FROM COMMITTEES AND/OR OFFICERS: None. PUBLIC HEARINGS: Vacation of the alleys in Block 13, Corrected Plat of O'Keefe's 311d Addition (MF #98-86-VJ: Mr. David McDonald, City Planner, addressed Council and noted for the record that notice of the public hearing was published and posted as required by law. MAYOR KILBURY DECLARED THE PUBLIC HEARING OPEN TO CONSIDER THE VACATION OF THE ALLEYS IN BLOCK 13, CORRECTED PLAT OF O'KEEFE'S ADDITION. Following three (3) calls from Mayor Kilbury for comments from the floor, either for or against, and there being none, the public hearing was declared closed. ORDINANCE NO. 3315 AN ORDINANCE VACATING ALL ALLEYS IN BLOCK 13, CORRECTED PLAT OF O'KEEFE'S 3RD ADDITION. MOTION: Ordinance No. 3315 was read by title only. Mr. Garrison moved to adopt Ordinance No. 3315, vacating all alleys in Block 13, corrected Plat of O-Keefe's 3rd Addition. Mr. Lathim seconded the motion. Motion carried unanimously. ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS: ORDINANCE NO. 3316 AN ORDINANCE OF THE CITY OF PASCO, WASHINGTON, AMENDING TITLE 16 OF THE PASCO MUNICIPAL CODE, REGARDING THE ADOPTION OF THE STATE BUILDING CODE AND THE UNIFORM CODES TOGETHER WITH FUTURE AMENDMENTS ADOPTED BY THE STATE LEGISLATURE. MOTION: Ordinance No. 3316 was read by title only. Mr. Garrison moved to adopt Ordinance No. 3316, amending Title 16 of the Pasco Municipal Code pertaining to adoption of current State and Uniform Building, Fire, Housing, Dangerous Building, and Swimming Pool, Spa and Hot Tub, Plumbing, Mechanical and Energy Codes and repealing Title 18 and Title 20 of the PMC in its entirety, and authorize publication by summary only. Mr. Lathim seconded the motion. Motion carried unanimously. -2- MINUTES REGULAR MEETING PASCO CITY COUNCIL SEPTEMBER 8, 1998 UNFINISHED BUSINESS: None. NEW BUSINESS: Sale of Fire Truck: MOTION: Mr. Garrison moved to declare one 1969 International Howe Fire Truck surplus to City needs and authorize staff to sell it "as is" and "where is", and to determine an appropriate method of sale with a minimum price set at $1,000. Mr. Lathim seconded the motion. Motion carried unanimously. MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL: None.
