MINUTES
December 2, 2010

Recreation Services Manager.
Meeting was called to order at 5:30 p.m.
Minutes of the 11/4/2010 meeting were approved unanimously.
Weapons in Parks
Rick Terway presented info regarding a proposed amendment to the Park Code stating
weapons may not be displayed or discharged in City Parks to come into compliance with state
law. The following is suggested:
"It is unlawful for any person to discharge a firearm in, across or into any park, or to display,
discharge or propel across, in, or into any park any weapon capable of injuring or killing any
person or animal, or damaging or destroying any public or private property; provided, this
section shall not apply to law enforcement personnel or to recreation division employees
and persons involved in City sponsored recreation activities acting and in accordance with
City rules and regulations. Violation of any of the provision of this section is a
misdemeanor."
Board discussed state law and the possible effect of the amendment.
MOTION: Cheryl Smyth moved to approve recommending the proposed amendment to the
Park Code stating weapons may not be displayed or discharged in City Parks. Mike Mathews
seconded. Motion carried unanimously.
Trail Access through Chiawana Park
Rick Terway presented info proposing paving an existing dirt trail to access the bike path in
Chiawana Park because the man gate at the west end of the park is locked due to winter
closure of park.
Board discussed current access to the trail in the Chiawana area, parking concerns at Rd 96 &
Schuman Lane, the permitting process for paving trail, the additional cost of paving trail and
ADA issues. They also discussed whether the existing man gate should be locked or unlocked.
MOTION: Abigail Kidd moved not to recommend paving an additional trail access. Tom
Davenport seconded. Motion carried unanimously.
Board concurred that the issue of the existing man gate being locked or unlocked should be a
staff decision dependant on winter closure of park, vandalism and other maintenance & safety
issues.
STAFF REPORTS
Recreation
• City League Men's Adult League has a record high of 40 teams!
• Church League Basketball registration is taking place now.
• Yoke's Holiday Dinner Event at the Senior Center is December Stn
• Breakfast with Santa is December 11th
• Santa's Calling Program
• Cable Bridge Run registrations are doing well and the event is on December 18.
• They Winter Recreation Guide comes out on Dec 7 and registration starts Dec 14—this
new guide covers programs from January through April
• We are currently brainstorming for new programs for summer and beyond. If any of
you have ideas or suggestions please pass them along.
Maintenance
Personnel Activity
• Attended Monthly Safety Meetings
Park & Facility Projects
• Cut down or removed 6 trees damaged from wind storm
• Winterized irrigation systems and Park buildings
• Cut rose beds back for winter
• Cleaned and mulched leaves
• Cleaned rain gutters for winter
• Snow removal
• Repaired electrical outlets at the Senior Center
• Built snow shields for equipment
• Burned tumbleweeds
• Pulled and replaced irrigation pump at Chiawana
Cemetery
• Preformed 7 funerals; 5 burials and 2 cremations
• Planted winter stock
• Winterized irrigation system
Special Events
• Assisted School District with irrigation issues
• Assisted Recreation with State Cross Country Race
Director
Park Comprehensive Plan Update
Bill Grimes and Mike Terrell, representing Studio Cascade, presented the highlights of the
draft Comprehensive Plan update.
The Board discussed each section and offered suggestions to Studio Cascade.
The meeting was adjourned at 7:00 p.m.
