February 5,2009
In attendance: Duane Taber,Mike Mathews, Grace Adams, Cheryl Smyth, Tom Davenport and Rebecca
Francik. Staff. Stan Strebel,Administrative and Community Services Director,Paul Whitemarsh,
Recreation Services Manager and Dan Dotta,Facilities Services Manager.
The meeting was called to order at 5:30 by Chairman Taber. Minutes of the January meeting were
approved as presented.
STAFF REPORTS
Chairman Taber announced that Paul Whitemarsh will be retiring from the City on March 20. Paul has
served as a city employee for 37 years.
Recreation
Paul reported on activities at the Martin Luther King Center, including adult soccer practice,various
YMCA programs, Court Kids and YMCA basketball. Cyber Stop continues to be very busy—numbers
inflated recently due to the fact that the Library is utilizing the facility and partially staffing during the
remodel of the Pasco Branch. The Library project is expected to be completed in March and the building
reopened at that time. The City currently has 51 adult basketball teams and 43 youth basketball teams
with a busy schedule. Recent trips were taken to Spokane for the"Stars on Ice"program, another trip in
the future is planned for the"Ain't Misbehavin"performance. The 2009 Volunteer Reception will be
held on April 23 at the Senior Center. Paul invited members to mark that on their calendar. It was also
noted that our Senior Recreation Specialist,Vince Guerrero,is President of the WA Association of Senior
Centers, and they will be having their annual conference in May at the Pasco Red Lion.
Maintenance
Dan reported that things are continuing with winter maintenance,pruning and project preparation.
OLD BUSINESS
Memorial Pool
Stan presented some preliminary drawings on the proposed pool layout,together with elevations and
plans for the new pool bath house. There was a discussion about the proposed pattern of block in the
building as to whether graffiti would be a problem. There was some discussion of possible graffiti
coatings, which as staff has experienced,haven't always been very effective over time. Also,there was
discussion about the possible deterrent factor of the block,because it already has a pattern. Staff will
continue to review options. There was also discussion regarding the family change room proposal in the
bath house,whether this was the most appropriate arrangement and suitable to service the public. The
question was asked whether individual stalls might be provided for some privacy within the larger change
rooms. Proximity of the desk to the front of the building was also discussed. At this time plans do not
show any features around the deck other than the pools themselves. Rebecca expressed a desire to see
shade structures constructed in conjunction with the project.
Chairman Taber remarked he felt that Peanuts Park was often quite dirty in its appearance. It was noted
that the prevailing winds a problem in helping to keep the area clean, as well as the number of transient
users in the downtown area. Dan noted that the crew is in the park about 3 times a week for clean-up. In
addition, in the summer,the Farmer's Market provides some clean-up services during Farmer's Market
activities on Wednesday and Saturday.
Tom Davenport commented that it would be nice to have a shower in the official's area at the softball
facility.
