Meeting was called to order at 5:35 p.m.
Staff. Rick Terway,Administrative and Community Services Director, Dan Dotta, Facilities
Services Manager and Carleen Hanscom, Recreation Services Manager.
Minutes of the prior meeting of September 3 were read and approved.
STAFF REPORTS
Recreation
• Adult flag football is going strong but numbers for youth declined significantly and we
had to cancel this program. (Interesting that Kennewick also saw a very large drop in
numbers, about 50%)
• A new flyer in English and Spanish went out to the entire Pasco School District for Fall
programs.
• The YMCA director has asked for a meeting with me and their board to discuss the future
of the MLK center. Don't know much more than this but once I do will report back to
the council.
• State Cross Country Meet—Hosted in Pasco will be held in early November.
• We are making some major upgrades to the winter 2010 brochure; the look and feel
should be a lot different and hopefully more appealing for marketing purposes.
• Recreation Programmers are in full force to research and develop new programs and
services. We are working to reach markets that we have not in the past and to expand our
reach in Pasco. You should see new programs to start coming out in the winter 2010
recreation guide.
• We are working on updating division job descriptions, the request came from HR, it was
noted as soon as we started this process that we have multiple jobs that are not well
represented by their job descriptions. We hope to resolve this and get new job
descriptions approved soon.
• ALTC funding for Health Screenings will more than likely be transferred to the foot care
program because the need and demand has been much greater in this program.
• We are working with City Attorney and WCIA to implement needed changes for two
new legislative acts: Lystedt Law and Gender Equality.
Maintenance
• Installed new electrical service for Memorial Park irrigation well.
• Removed everything from Memorial Pool building before demo.
• Built new pump house at Chiawana Park.
• Demolished old restrooms at Chiawana Park.
• Swept bike path
• Sprayed weeds in various venues.
• Sprayed field lines for soccer and Grid Kids Football.
• Applied fertilizer and made irrigation repairs.
• Contractor moved two trees at Memorial Park and one at Highland Park.
• Fire Department back burned the area behind Animal Control to prevent future fires.
• Highland Park Football Field Extension started construction.
• Requested quotes for new playground equipment for Lucas Park.
Projects
Rick discussed the Memorial Pool Project and brought the board up to date on Council action in
terms of the double slide being approved. One slide goes into the pool and one goes into a runoff
trough. There was a discussion on the project. It is moving along a little better than expected,
but there is a long ways to go.
Highland Park Football Field. Rick mentioned that, depending on how the grass does this year,
the field may not be used next year. The turf needs at least one good growing season to be
established.
CDBG grant funding for playground equipment at Lucas. Dan is researching that and it should
be completed by the end of the year.
City staff is working with realtors to find property on the east side for additional soccer fields.
Martin Luther King Center Remodel. This project is also funded by CDBG funds. It is a
remodel of the back stage. There was a discussion about getting lights redone with PUD funding.
Dedication of Volunteer Park Pavilion. The event would include planting an Arbor Day tree and
the 125th anniversary of the founding of the City of Pasco. No date has been set.
A discussion was held regarding the annual multi jurisdictional park board gathering. There was
a consensus that we would try to put something together in the spring and use that as a grand
opening celebration for the new pool project. That planning will be ongoing through the winter.
The meeting was adjourned at 6:35 p.m.
