HomeMy WebLinkAbout12-03-2009 Parks and Recreation Advisory Council Minutes PARK& RECREATION ADVISORY COUNCIL December 3, 2009 In attendance: Tom Davenport Curt Shaw Mike Mathews Edmon Daniels Cheryl Smyth Rebecca Francik Duane Taber Meeting was called to order at 5:35 p.m. Staff. Rick Terway,Administrative and Community Services Director, Dan Dotta, Facilities Services Manager and Carleen Hanscom, Recreation Services Manager. Minutes of the prior meeting of September 3 were read and approved. STAFF REPORTS Recreation King Center Remodel has started. Recreation staff is trying to build closer relationships with the YMCA to be more of a partner than a landlord. The Cable Bridge Run is December 19. Allison Mathews is the lead on this event but most of the division staff is working on the event. The I OK course was changed to utilize the trail and offer better scenery. We partnered with the Jaycees to host the beer garden and for the first time will be officially permitted by the State Liquor Control Board. Staff will be playing a role in the New Years Eve Tri-Cities event at CBC. There is some great entertainment and access buttons are being sold at the Recreation office. We were curious what happened with the Senior Center Study after it was completed and staff recommendations were made on how to move forward. We would like to make the center a more active facility offering programs for everyone, but we thought it was important to understand what happened after this initial work was completed. With resources being tight and the economy still causing citizens to tighten their belts in spending, Carleen has been doing a lot of research to find alternate funding. There are grants available, however, many of them are not open to government agencies. We are also aware that a lot of private funding or private sector assistance is available if you are classified as a 501C3. Carleen is interested in pursuing the ideas of a"Friends Group" or Foundation that could support Pasco Parks and Recreation. This would give us the opportunity to gain access to resources that we are currently unable to tap. Maintenance • Installed misting system at softball complex • Installed plexi-glass for PD • Installed photo cells on Richardson Pool building for added security • Demolished old restrooms at Chiawana Park • Tumbleweed Removal • Winterized irrigation systems • Installed VFD at Chiawana Park • Winterized Dust Devil Stadium • Cemetery— 15 funerals, winterized irrigation system, planted winter stock • Completed Highland Football Field Expansion Project • Started MLK remodel project • Eagle Scout project at Lucas Park • Eagle Scout project at Highland Park • Set up and tear down for State Cross Country meet • Assisted Recreation with hay ride The committee talked at length about fees,policies and procedures and how we need to move forward and look at actual costs for items in terms of operations, utility costs for the gym here at City Hall, heat, lights, etc. A cost analysis needs to be made for each building; facility operations and staffing. These costs need to come to the Advisory Council so fees can be based on costs. Also talked about resident non-resident and commercial for the fees and not profit and non- profit. There is a better understanding of resident and non-resident. There was some discussion by members regarding additional fees for non-residents. There was discussion on the need to update the City's Comprehensive Plan so that we quality for Recreation Conservation Office grants (State grants). Talked some about moving forward with Chiawana Park, probably in 2011 or 2012 in the Master Plan process. Projects The Memorial Pool remodel is progressing. Highland Park is completed other than the seeding. We will wait to see how that is in May or June. Playground equipment is in at Lucas Park. That project is completed. The meeting was adjourned at 6:40 p.m.
