OF THE HOUSING AUTHORITY OF THE
CITY OF PASCO AND FRANKLIN COUNTY (HACPFC)
September 24, 2009 4:00 p.m.
The Commissioners of the Authority met in special session at the Housing Authority of the
City of Pasco and Franklin County administration office, 2505 W. Lewis Street, Pasco,
Washington at 4:00 p.m., September 24, 2009.
1. CALL TO ORDER
The meeting was called to order by Chair Kuffel at 4:00 p.m.
2. COMISSIONER ROLL CALL
Upon roll call,those present were as follows:
Present: Domingos, Clark, Kuffel, Sifuentez
Absent: Richter
Mr. Domingos moved to excuse Mr. Richter from this month's meeting as he is traveling
for business. Mr. Sifuentez seconded the motion and it passed unanimously, 4 ayes, 0
nays.

Brett Sanders, Maintenance Director
Kathy Jones, Chief Finance Officer
Andy Anderson, Security Director
Adella Salinas, Director of Housing Services

3. APPROVAL OF AGENDA:
Mr. Domingos made a motion to approve the agenda as presented. Ms. Clark seconded the
motion and it passed unanimously, 4 ayes, 0 nays.
Mr. Sifuentez asked the Chair to be excused from the meeting at 4:07 p.m. to attend to an
emergency situation.

4. CONSENT AGENDA
Before approving the consent agenda, Mr. Kuffel requested that staff explain the Asset
Management Program (AMP) and the General Report; as well as the locations of the homeless/
migrant and rural development units. After staff complied, the consent agenda was approved as
submitted. Included were the minutes of the regular meeting of July 30, 2009, and the special
meeting of August 10, 2009, and the checks listings for July 2009—Bank of the West General
Operating Account checks numbered 40485-40730 totaling $224,100, Bank of the West Petty
Cash checks numbered 1635-1636 totaling $38, and Bank of the West Security Deposit Fund
check numbered 1141 totaling $249; and August 2009 checks listings - Bank of the West
General Operating Account checks numbered 40731-40971 totaling $237,856,Bank of the West
Petty Cash checks numbered 1637-1638 totaling $76, and Bank of the West Security Deposit
Fund checks numbered 1142-1144 totaling $385, and bad debt write offs for rent, utility billing,
and miscellaneous in the amount of$8,325.50, of that amount, $8,325.50, will be turned over for
collection.
5. STAFF REPORTS
a. Executive (Ms. Littrell)
1. Attended AWHA (Association of Washington Housing Authorities)
meeting.
2. Communicated with HUD regarding the Section 8 voucher
program.
3. Attended Richland Housing Authority (RHA) and Supportive Housing
Institute (SHI) meetings.
4. Attended Veterans' Administration per diem application training.
b. Finance (Ms. Jones)
1. Financials have been submitted to HUD.
2. FY09 submitted to RD (Rural Development).
3. Attended Veterans' Administration per diem application training.
C. Maintenance and Capital Funds (Mr. Sanders)
1. Mr. Sanders explained the AMP theory.
2. A contract was signed this week with George Booth& Sons for the high-
rise laundry conversion. Laundry rooms are currently located on every
other floor; with this conversion there will be one central laundry room
on the ground floor. This project was delayed by the Environmental
Review process but will begin on October 6.
3. Bid documents are being prepared by the architect for the upcoming
paving project.
4. The high-rise elevator project should commence shortly.
5. A HUD-contracted REAC Inspector will be here October 15, 19, & 20,
conducting site reviews.

d. Security (Mr. Anderson)
1. Described pending termination issues.
2. Announced his involvement in phone service procurement in an attempt to
reduce costs.
3. Attended the Veterans' Administration grant training with Ms. Littrell and
Ms. Jones.
4. Explained our law enforcement officer program and how the police
presence helps to reduce crime on our properties.
e. Housing Programs (Ms. Salinas)
1. SEMAP numbers were submitted on August 24. They are currently
awaiting review at the Seattle HUD field office. Results may be received
by October.
2. Occupancy is 101%, agency wide. Section 8 is holding steady at 103%.
FmHA (Rural Development) families are planning to move, but an action
plan is in place to keep those units occupied—they are currently
100% occupied.
£ Community Service (Ms. Richwine)
1. Resumed attendance at the Franklin County/Burbank Public Health &
Safety Network meetings after the summer break.
2. Advised that she is HACPFC's representative to the "My Friends Place"
Action Team. "My Friends Place" is a proposed shelter for homeless
teens in the Tri-Cities area.

9. EXECUTIVE SESSION
The commissioners adjourned to Executive Session at 4:44 p.m. for 30 minutes pursuant
to RCW 42.3 0.110 (g).
Mr. Domingos came into the meeting room at 5:12 p.m. to state that the board would
need 15 more minutes to meet in Executive Session.
10. RECONVENE OPEN SESSION
Open session reconvened at 5:20 p.m.
Mr. Domingos stated that the Board sincerely expresses its appreciation for the
outstanding job Ms. Littrell provides to HACPFC during these difficult economic times.

Ms. Clark made a motion to continue the executive director's employment and execute a
contract term effective September 28, 2009, through June 30, 2010. Mr. Domingos
seconded the motion and it passed unanimously, 3 ayes, 0 nays.
11. ADJOURNMENT
The meeting was adjourned at 5:22 p.m.
The Board of Commissioners will next meet in regular session on October 29, 2009, 4:00 p.m.
