HomeMy WebLinkAbout07012010 Code Enforcement Board Minutes CODE ENFORCEMENT MINUTES MEETING OF JUNE 3, 2010 Chairperson Daniel Gottschalk called the regular meeting of the Code Enforcement Board to order at 7:00 p.m. MEMBERS PRESENT MEMBERS ABSENT Daniel Gottschalk, Chairperson Dennis Duncan Dwayne Speer Mary Gutierrez Don Cooper STAFF MEMBERS PRESENT: Rick White, Director, Mitch Nickolds, Manager, Debbie Scott, Code Enforcement Officer, Erin Roginski, Code Enforcement Officer APPROVAL OF MINUTES: Dennis Duncan made a motion to accept the minutes of May 6, 2010 as mailed. Mary Gutierrez seconded, motion carried unanimously. COMPLIANCE HEARINGS: 1. CEB2010-0251, ABREGO, SERVANDO & M 1823 W IRVING ST VIOLATION: Parking on the grass in the rear of this property. No rental license on file with the City of Pasco. Failure to maintain required garbage service. Junk vehicle located in rear yard. Trash, litter and misc. debris. Miscellaneous debris. PMC'S: 25.78.030 (4), 5.78.010, 6.04.090, 9.60.030 (12), (6), (9) CODE BOARD DECISION: The Board imposed a$200 penalty for a repeat violation. 2. CEB2010-0283, BARNES,DALLAS & LOZIE 1704 E ALTON ST VIOLATION: Building Numbers. Junk Vehicle Storage in Public View. Parking On an Unapproved Surface. Garbage Service. Vehicle Parts. Graffiti. PMC: 16.24.090, 25.70.150 (2) (a-d), 25.78.030 (4), 6.04.090, 9.60.030 (12), 9.85.050 (1) (2) CODE BOARD DECISION: Continued. 3. CEB2010-0304 ESPINOZA RUBEN G & KANDACE K 1424 N 4 AVE VIOLATION: Garbage Service Has Been Suspended For Failure to Pay. 06-03-10 Minutes Page 1 of 3 PMC: 6.04.090 CODE BOARD DECISION: The Board imposed a $300 penalty for a repeat violation to be held in abeyance for a period of one year and dismissed if no additional violations occur on the property within that one year period. 4. CEB2010-0347 MADRIGAL NORMA 909 N 3 AVE VIOLATION: Failure to follow health department regulations for disposal of gray water. Failure to obtain bathroom facilities at all hours of the day and night for customers use. Miscellaneous debris being stored behind stationary vendor truck. A second unpermitted, inoperable truck located on this lot with the stationary vendor truck. PMC: 5.10A.090, 5.10A.100 (H), (K) CODE BOARD DECISION: The Board imposed a$100 penalty for a repeat violation. 5. CEB2010-0453, SPICER, RONALD 4104 W PEARL ST VIOLATION: Barking dogs on this property. PMC: 08.02.340 CODE BOARD DECISION: Case dismissed without penalty. 6. CEB2010-0541, BURGESS, TRUDE 4410 FINNHORSE LN VIOLATION: Side yard is not landscaped or treated for dust control. Motorcycle parked on the side yard. Weeds throughout side yard. Junk and debris (i.e. windows, vehicle seat, etc.) piled in side yard. PMC: 25.72.050 (5),25.78.030 (4), 9.30.030 (16), (6) CODE BOARD DECISION: The Board imposed a $200 penalty and held in abeyance for a period of one year and dismissed if no additional violations occur on the property within that one year period. DETERMINATION HEARINGS A. Dismissals 06-03-10 Minutes Page 2 of 3 Dennis Duncan made a motion to accept Resolution No. 2010-05 as amended, Mary Gutierrez seconded, motion carried unanimously. B. Continued Cases CEB2010-0527 at 510 S 22nd Ave and CEB2010-0568 at 1712 N 15th Ave were continued to a later hearing date. OTHER BUSINESS: None.
