MEETING OF AUGUST 5, 2010
A. CALL TO ORDER
Chairperson Daniel Gottschalk called the regular meeting of the Code Enforcement
Board to order at 7:00 p.m.

C. ADOPTION OF MINUTES:
Dennis Duncan made a motion to accept the minutes of July 1, 2010 as mailed. Don
Cooper seconded, motion carried unanimously.
D. DETERMINATION HEARINGS:
a. Administration of Oaths
All city staff, respondents and any other witnesses appearing to offer testimony
before the Board were sworn to truthfulness.
b. Hearings Scheduled
1. CEB2010-0294 HO, NGOC 6015 Woodbine Dr
VIOLATION - Portions of your property that are not landscaped or covered with
improvements have NOT been treated to prevent blowing dust and erosion. PMC
25.75.050 (5)
CODE BOARD DECISION: Board granted HO, NGOC 30 days to provide an
acceptable temporary solution to the violation or pay a monetary penalty $50 per day
for 10 days. The Board further ordered that HO, NGOC provide a permanent solution,
acceptable to the City of Pasco, within 6 months.

VIOLATION - Failure to secure a City of Pasco building permit. Storing materials,
supplies, products, byproducts or equipment pertaining to the home occupation outside
of an enclosed structure. Any unsightly building, billboard, fence, excavation, or other
structure, or any abandoned or partially destroyed building, fence, excavation or
structure, or any building, fence, excavation or structure commenced and left
unfinished. All places used or maintained as junkyards, or dumping grounds, or for the
wrecking or disassembling of automobiles, trucks, tractors, or machinery of any kind,
or for the storing or leaving of worn out, wrecked or abandoned automobiles, trucks,
tractors. or machinery of any kind, or of any of the parts thereof, or for the storing or
leaving of any machinery or equipment used by contractors or builders or by other
persons. PMC 16.04.010,25.66.040 (6), 9.60.030 (11), 9.60.030 (12)
CODE BOARD DECISION: Board ordered HUIZAR, ARMANDO to pay $200
repeat violation and given 10 days to clean up the property or pay $100 per day for 10
days.
3. CEB 2010-0611 OCHOA, SIMON & ANITA

VIOLATION - Lack of required garbage service through Basin Disposal Inc. (service
is required for all occupied residences and businesses within the City). PMC 6.04.090
CODE BOARD DECISION: Board ordered OCHOA, SIMON & ANITA to pay $200
for a repeat violation to be held in abeyance for 12 months provided no further
violations occur on the property.
4. CEB 2010-1353 MADRIGAL, NORMA

VIOLATION - An unlawful connection to the City's potable water supply has been
made. PMC13.16.020 (a)
CODE BOARD DECISION: Board ordered MADRIGAL, NORMA to pay $35 for
the use of a professional process server and $400 for a second repeat violation.
5. CEB 2010-0655 FLAMENCO, MANUEL & A

VIOLATION - Installing or maintaining a cross-connection from the public water
supply to any other water supply system, operating a private water supply while
connected to City water, and/or failing to install and maintain an approved backflow
prevention assembly. PMC13.16.020 (b) (e)
CODE BOARD DECISION: Board ordered FLAMENCO, MANUEL to pay $35 for
the use of a professional process server and $200 for a repeat violation.

CODE BOARD DECISION: Board ordered PASCO RETAIL CENTER LLC to pay
$100 for a repeat violation.
c. Amendments
Resolution 2010-8 was amended to reflect that case CEB2010-0311 had been continued
until the next hearing date.
d. Dismissals
None
e. Motion
Dwayne Speer made a motion to accept Resolution No. 2010-08 as amended, Don
Cooper seconded, motion carried unanimously.
E. STAFF REPORT AND OTHER BUSINESS:
None
F. ADJOURNMENT
There being no further business before the Pasco Code Enforcement Board, the meeting
was adjourned at 8:24 p.m.
