Animal kennel filled with feces causing a bad odor and poor living conditions for the dog at this location. Leaf debris located on this property. PMC's: 9.60.030 (6), (7), (16). CORRECTIONS REQUIRED: Remove all trash, litter and miscellaneous debris located on this property in public view to an approve disposal facility. Remove and maintain the animal kennel free of feces causing a bad odor and improve the living conditions for the dog at this location. Please complete and return the Rental License application to the City Clerk's office. If you have licensing questions, please call (509) 545-3402. Dwayne Speer seconded, motion carried unanimously. COMPLIANCE HEARINGS: 1. CEB2010-0042 ALFARO, ROSA 223 N Owen Ave VIOLATION - No front yard landscaping. Parking vehicles on an unapproved surface. Miscellaneous debris in the rear yard. Weeds on this property and bordering alley way. No permit for the fence at this location. PMC 25.78.030 (4), 25.75.020 (B1), 9.60.030 (6), (16), 16.04.025. CODE BOARD DECISION: Board ordered that ALFARO, ROSA pay $200 for a repeat violation and be given 45 days to correct any remaining violations or pay a daily penalty of $100 per day for up to 45 days. 2. CEB 2010-0058 FELLOWS, MARCUS 821S6 1h Ave Represented by Kimberly Fellows, 8371 Selph Landing Rd, Pasco WA VIOLATION - Miscellaneous wood debris in rear of this property. Dilapidated fencing around the whole property. Weeds in excess of 12 inches and dried causing a major fire hazard. (2) Status Report Code Enforcement Inspections, February 2010 This report lists all inspections performed by individual staff for the month. To be counted as an "inspection" a written "correction notice" must have been issued as a result of the initial inspection. (3) Code Enforcement Compliance Actions/Rental Inspections/Certif cations 2009-2010 This report lists the total number of residential rental dwellings, by district (No. 1-8), requiring inspection certification over the two year period noted. Each rental unit inspected and certified as in compliance with minimum habitability standards is marked "passed". Those that do not pass the initial inspection or require substantial repair are marked "failed". Code Enforcement Activity Report Page 2 (4) Pasco Rental License Program: January-December 2010 This report tracks progress in the annual licensing of rental units. As of February, 2009, we estimated that there were 5,788 rental units in the City. As license applications and non-rental certifications are received, these units are deleted from the figure of our original estimate of the total number of rental units. As of February 28, 4,788 dwelling units have been licensed or certified as non-rentals. This is over 82% of the estimated total. February Code Enforcement/Rental License Pro arm Highlights In February, Pasco code enforcement staff completed the City's annual canvassing of all residences where City records indicate there are no licensed dogs. For 2010, a total of 11,084 residences were visited and 2309 were found to have dogs on the premises that may not be licensed as required. The occupants of the homes were provided City of Pasco dog licensing information and advised to contact the City and secure the required dog licenses prior to February 28.
