DETERMINATION OF HEARINGS Administration of Oaths Hearings Scheduled CEB2010-0283 1704 E ALTON ST-BARNES,DALLAS&LOZIE,owner Debbie Scott, Code Enforcement Officer Description:NO ADDRESS NUMBERS VISIBLE ON FRONT OF HOUSE PMC 1624.090 (1)Violation: House/building number is not visible. (2)Corrective Action: House/building address number must be placed in some conspicuous area on the front of the structure. Numbers must be at least four inches in height on businesses and not less than two and one-half inches in height on residences. Description:JUNK VEHICLE STORAGE IN PUBLIC VIEW PMC 25.70.150(2) (a-d) (1)Violation: Only one(1)inoperable vehicle may be stored outside of a fully enclosed building on the property in any residential zone. The vehicle shall not be stored upon a public right-of-way or in the front or side yard areas of the property.The vehicle must be locked and secured at all times it is unattended and must be stored on an approved hard surface(i.e. gravel,asphalt or concrete)behind a completely enclosed six(6)foot fence,which is fully sight obscuring.All vehicle parts not properly installed upon a vehicle shall be stored inside a fully enclosed building or within the vehicle itself. (2)Corrective Action: Store all inoperable vehicles within an enclosed building(such as a garage or shed). One vehicle may be stored outside an enclosed building in compliance with the provisions above. All other vehicles must be removed from the property or made operable. Store all vehicle parts in an enclosed building,within the vehicle or remove the parts from the property. Description:PARKING ON AN UNAPPROVED SURFACE PMC 25.78.030(4) (1)Violation: Vehicles are being parked on an unapproved surface(such as dirt or grass)and/or more than four(4)vehicles at a time are being parked in the front driveway. (2)Corrective Action: Park ALL vehicles on an approved surface such as asphalt,gravel or concrete and/or discontinue parking more than 4 vehicles at a time in the front driveway. CEB Agenda Page 1 of 5 Description:SERVICE HAS BEEN RESTORED PMC 6.04.090 (1)Violation: Lack of required garbage service through Basin Disposal Inc.(service is required for all occupied residences and businesses within the City). (2)Corrective Action: Start or restart garbage service(please call Basin Disposal Inc. at(509)547-2476). Description: VEHICLE PARTS STORED IN PUBLIC VIEW PMC 9.60.030(12) (1)Violation: All places used or maintained as junkyards,or dumping grounds,or for the wrecking or disassembling of automobiles, trucks,tractors,or machinery of any kind,or for the storing or leaving of worn-out,wrecked or abandoned automobiles,trucks,tractors,or machinery of any kind,or of any of the parts thereof,or for the storing or leaving of any machinery or equipment used by contractors or builders or by other persons. (2)Corrective Action: Discontinue wrecking or disassembling automobiles,trucks,etc. Remove and lawfully dispose of all wrecked or abandoned vehicles,machinery,etc.along with any parts thereof. Discontinue the storage of heavy machinery or equipment(i.e. front end loaders,dump trucks,backhoes,etc.)at this property. Description: GRAFFITI GONE PMC 9.85.050(1) (2) (1)Violation: Permitting graffiti to remain unabated on any portion of any property. (2)Corrective Action: Remove or paint over all graffiti until it is no longer visible. Maintain property free from graffiti. CEB2010-0294 6015 WOODBINE DR-HO,NGOC,owner Erin Roginski, Code Enforcement Officer Description:No dust control/landscaping on side or rear yards. PMC 25.75.050(5) (1)Violation: Portions of your property that are not landscaped or covered with improvements have NOT been treated to prevent blowing dust and erosion. (2)Corrective Action: Install live ground cover,such as grass,on all portions of the property that have not been landscaped or treat those portions with a cover that prevents blowing dust(i.e.pea gravel,bark,decorative rock,etc.). CEB2010-0447 8510 MASSEY DR-BARAJAS,LEONARDO&LAURA,owner Erin Roginski, Code Enforcement Officer Description:No garbage service at this address. (REPEAT)PMC 604.093 (1)Violation: Garbage containers must be stored behind the front set back line of the property and can only be placed at the curb no earlier than 7 pm the day prior to a scheduled garbage pick-up. The container must be removed from the street no later than 7 pm on the date of garbage collection. (2)Corrective Action: Store garbage can behind the front set back line of the property and place garbage container at the curb only during the approved times. CEB2010-0568 1712 N 15TH AVE-HUIZAR,ARMANDO(ETU,owner Debbie Scott, Code Enforcement Officer Description:No permit obtained for rear shed and awning--REPEAT PMC 16 04.010 CEB Agenda Page 2 of 5 (1)Violation: Failure to secure a City of Pasco building permit. (2)Corrective Action: Discontinue all construction activities and submit an application for a building permit from the City of Pasco(please call(509)543-5726 for information on permit requirements). If no permit can be obtained,unpermitted construction must be removed. (permit was applied for but never picked up and no inspections were completed). Description:Large piece of equipment used for landscaping stored in rear yard--REPEAT PMC 25.66.040(6) (1)Violation: Storing materials,supplies,products,byproducts or equipment pertaining to the home occupation outside of an enclosed structure. (2)Corrective Action: Move all items as described above to a fully-enclosed building or remove those items from the property. Only one(1) occupational vehicle which does not exceed 14,000 Gross Vehicle Weight(GVW)may be stored on the property. Description:Fence in the rear yard is dilapidated and needs to be repaired--REPEAT PMC 9.60.030(11) (1)Violation: Any unsightly building,billboard,fence,excavation,or other structure,or any abandoned or partially destroyed building,fence,excavation or structure,or any building,fence,excavation or structure commenced and left unfinished. (2)Corrective Action: Make necessary repairs to building(s),billboard(s),fence(s)and/or other dilapidated structures,complete structure or excavation or demolish and lawfully remove structure(s)from the property. PMC 16 04.010 (1)Violation: Failure to secure a City of Pasco building permit. (2)Corrective Action: Discontinue all construction activities and submit an application for a building permit from the City of Pasco(please call(509)543-5726 for information on permit requirements). If no permit can be obtained,unpermitted construction must be removed. Description: UNAPPROVED SCREENING MATERIAL ON THE REAR FENCE.PMC 25.75.050(1) (E) CEB Agenda Page 3 of 5 (1)Violation: Fence(s)constructed out of unpermitted materials(such as vehicle parts,pallets,bed springs,tarps,plastic sheets, corrugated sheet metal,or other materials not specifically manufactured for the construction of fences)or fences constructed from chicken wire or other similar wire-type fencing materials. (2)Corrective Action: Apply for and obtain a building permit(543-5726)for all fences on the property or remove all unpermited fences. Description:NEED FRONT YARD LANDSCAPING.PMC 25.75.050(4) (1)Violation: At least fifty percent(50%)of the required front yard area has NOT been landscaped with live vegetation. (2)Corrective Action: Install live ground cover,such as grass,on at least 50%of the front yard portion of your property. All areas not landscaped with live vegetation must be landscaped with mulches or decorative rock. Description:DILAPIDATED GARAGE PMC 9.60.030(11) (1)Violation: Any unsightly building,billboard,fence,excavation,or other structure,or any abandoned or partially destroyed building,fence,excavation or structure,or any building,fence,excavation or structure commenced and left unfinished. (2)Corrective Action: Submit documentation showing an approved backflow prevention assembly has been properly installed and meets minimum Washington State Department of Health and City of Pasco requirements. (2)Corrective Action: Disconnect the unlawful connection and contact the Cross Connection Control Division at(509)545-3463. CEB2010-2290 5024 ROAD 68-PASCO RETAIL CENTER LLC,owner Lloyd Coughlin, Code Enforcement Officer Description: PMC 13.16 020(b) (c) (1)Violation: Failing to maintain an approved backflow prevention assembly. (2)Corrective Action: Submit documentation showing an approved backflow prevention assembly on the landscape irrigation system has been properly tested and meets minimum Washington State Department of Health and City of Pasco requirements. c. MOTION: "I move that the Board approve Resolution No.2010-08,as amended,finding that code violations have been corrected and may be dismissed, deferring action on certain cases until proper notification is made, accepting voluntary correction agreements, and assessing penalties and imposing time frames on certain cases."
