MEETING OF DECEMBER 4, 2008
Chairperson Dwayne Speer called the regular meeting of the Code Enforcement Board to order
at 7:00 p.m.

STAFF MEMBERS PRESENT: Rick White, Director, Sophia Aquarius, Secretary II, Mitch
Nickolds, Manager, Lloyd Coughlin, Cross Connect Specialist and Code Enforcement Officers
Debbie Scott, Martin Barajas, and Erin Roginski.
APPROVAL OF MINUTES: Dennis Duncan made a motion to accept the minutes of November
6, 2008 as mailed. Mary Gutierrez seconded, motion carried unanimously.
DETERMINATION HEARINGS
A. Dismissals
Lisa Gemig made a motion to accept Resolution No. 2008-12 as amended, Mary Gutierrez
seconded, motion carried unanimously.
COMPLIANCE HEARINGS:
(1) City of Pasco vs. MARTINEZ, SALVADOR AND MARGARITA (CEB2008-0817)
312 N MAIN ST
Violation: Failure to renew City of Pasco business license for 2008 by CORTES,
MARTIN(CORTES UPHOLSTERY).
CODE BOARD DECISION: Case dismissed.
(2) City of Pasco vs. PERALEZ, JUAN (CEB2008-0877) 522 W LEWIS ST
Violation: Failure to perform annual test of backflow prevention assembly.
CODE BOARD DECISION: Board ordered PERALEZ, JUAN to pay an immediate
penalty of$400 for a second repeat violation.
(3) City of Pasco vs. WILLIS, CRAIG (CEB2008-0958) 1524 N 16TH AVE
Violation: Vegetative waste and debris in piles in the back yard,weeds throughout the
back yard of the property which constitute a fire hazard, graffiti on the back fence
which is also dilapidated and falling down.
CODE BOARD DECISION: Board ordered WILLIS, CRAIG to pay an immediate
penalty of$200 for a repeat violation to be held in abeyance for a period of one year
provided no violations of a same or similar nature occur.
(4) City of Pasco vs. MOLINA, ALFONSO (CEB2008-0973) 317 W B ST
Violation: Junk, trash, and debris, scrap metal,broken cement, vehicle parts (i.e. tires,
engines, and other debris)throughout property;junk vehicles being dismantled and
repaired on property; vehicles being parked on unapproved surfaces throughout the
property.
CODE BOARD DECISION: Board ordered MOLINA, ALFONSO to pay an
immediate penalty of$200 for a repeat violation to be held in abeyance for a period of
one year provided no violations of a same or similar nature occur.
OTHER BUSINESS:
A brief discussion regarding the notification of tenants was conducted. The Board was advised
that the City was required to notify the property owners in all cases for legal reasons but would
send a copy of the notice to the tenant when practical.
The Board members were informed that two members' terms (Dwayne Speer and Larry Smith)
were expiring at the end of 2008. Information on how to reapply was given and respective Board
members were also asked to notify the City if would be discontinuing their service. Larry Smith
advised that he would not seek reappointment and that this would be his final meeting as a Code
Enforcement Board member.
There being no further business before the Pasco Code Enforcement Board, the meeting was
adjourned at 7:53 p.m.
