MEETING OF NOVEMBER 6, 2008
Chairperson Dwayne Speer called the regular meeting of the Code Enforcement Board to order
at 7:00 p.m.

STAFF MEMBERS PRESENT: Rick White, Director, Sophia Aquarius, Secretary II, Mitch
Nickolds, Manager, Jake Hickman, Cross Connect Specialist and Code Enforcement Officers
Debbie Scott, Martin Barajas, and Erin Roginski.
APPROVAL OF MINUTES: Lisa Gemig made a motion to accept the minutes of October 2,
2008 as mailed. Dennis Duncan seconded, motion carried unanimously.
DETERMINATION HEARINGS
A. Dismissals
Lisa Gemig made a motion to accept Resolution No. 2008-11, Mary Gutierrez seconded, motion
carried unanimously.
COMPLIANCE HEARINGS:
(1) City of Pasco vs. RODRIGUEZ, JUAN A & S (CEB2008-471)

Violation: Failure to submit a certificate of inspection for these rental units; cockroach
infestation in these units; trash, litter, and miscellaneous debris located in the rear and
filtering down the alley way;junk unlicensed vehicles in the parking area; weeds;
failure to maintain required landscaping(grass) at this location; and parking on an
unapproved surface.
CODE BOARD DECISION: Board ordered RODRIGUEZ, JUAN A& S pay an
immediate penalty of Fifty Dollars ($50) to reimburse the City for the cost of personal
service of the notice; and be given 30 days to correct all violations except for the
landscaping portion to be completed by 4/30/09.
(2) City of Pasco vs. GRIFFITH, JACK& ZANA(CEB2008-0704) Vacant property at
4205 Road 111
Violation: Junk vehicles being stored on this vacant property; and dry weeds over 12
inches tall are a fire hazard.
CODE BOARD DECISION: Board ordered GRIFFITH, JACK&ZANA to correct all
remaining conditions with in ninety (90)days or pay a penalty of$100 per day until the
property comes into compliance.
(3) City of Pasco vs. GRIFFITH, JACK& ZANA (CEB2008-0704) 4205 ROAD 111
Violation: Junk vehicles being stored on this vacant property; and dry weeds over 12
inches tall are a fire hazard.
CODE BOARD DECISION: Board ordered GRIFFITH, JACK&ZANA to correct all
remaining conditions with in ninety (90) days or pay a penalty of$100 per day until the
property comes into compliance.
(4) City of Pasco vs. MADRID, ROMAN & ISABEL (CEB2008-0667) 1901 N 4TH AVE
Violation: Failure to renew itinerant business license.
CODE BOARD DECISION: Board ordered MADRID, ROMAN & ISABEL pay an
immediate penalty of One Hundred Dollars ($100) plus payment of all delinquent
license fees and any late penalties. Business shall be discontinued until licensing is
restored with the City.
(5) City of Pasco vs. H & V INVESTMENTS LLC (CEB2008-0847) 3012 ROAD 68
Violation: Failure to renew itinerant business license.
CODE BOARD DECISION: Board ordered H & V INVESTMENTS LLC (Nicole
Younker) pay an immediate penalty of Fifty Dollars ($50) to reimburse the City for the
cost of personal service of the notice; and Fifty Dollars ($50) for failure to renew a
business license.
(6) City of Pasco vs. KAMIAKEN HOUSING LTD PARTNERSHIP (CEB2008-0868)
2127 W JAY STREET
Violation: Open flame devices being used on balconies and in close proximity to
combustible materials. Open flame devices being stored in close proximity to
combustible materials.
CODE BOARD DECISION: Case dismissed.
COMPLIANCE HEARINGS:
None.
OTHER BUSINESS:
There being no further business before the Pasco Code Enforcement Board, the meeting was
adjourned at 7:48 p.m.
