MEETING OF OCTOBER 2, 2008
Chairperson Dwayne Speer called the regular meeting of the Code Enforcement Board to order
at 7:00 p.m.

STAFF MEMBERS PRESENT: Rick White, Director, Mitch Nickolds, Manager, Jake
Hickman, Cross Connect Specialist and Code Enforcement Officers Debbie Scott, Martin
Barajas, and Erin Roginski.
APPROVAL OF MINUTES: Dennis Duncan made a motion to accept the minutes of Sept. 4,
2008 as mailed. Mary Gutierrez seconded, motion carried unanimously.
DETERMINATION HEARINGS
A. Dismissals
Mary Gutierrez made a motion to accept Resolution No. 2008-10, Larry Smith seconded, motion
carried unanimously.
COMPLIANCE HEARINGS:
(1) City of Pasco vs. MEICENHEIMER, RUSSELL (CEB2008-0518)
4811 KALAHARI DR
Violation: Continuous Barking Dog
CODE BOARD DECISION: Board ordered MEICENHEIMER, RUSSELL pay an
immediate penalty of Fifty Dollars ($50) to reimburse the City for the cost of personal
service of the notice; and be assessed Two Hundred Dollars ($200) for a REPEAT
penalty(which will be held in abeyance for a period of one year and dismissed if no
violations of the same or similar nature occurs on this property).
(2) City of Pasco vs. LEONARD, THERESA (CEB2008-0767) 803 S 11TH AVE
Violation: Failure to license this rental unit
CODE BOARD DECISION: Board ordered LEONARD, THERESA pay an
immediate penalty of Fifty Dollars ($50) to reimburse the City for the cost of personal
service of the notice, be given ten (10) days to secure the property from entrance and
thirty(30) days to remove or rehabilitate this property; and within ten (10) days,
correct the ownership record. Should LEONARD, THERESA fail to correct the
violations within the time frame specified a penalty of Fifty Dollars($50) per day will
be imposed until the City establishes compliance, extensions will be available for work
in progress with a schedule of inspections.
COMPLIANCE HEARINGS:
None.
OTHER BUSINESS:
There being no further business before the Pasco Code Enforcement Board, the meeting was
adjourned at 7:48 p.m.
