Description: failure to obtain a permit for the complete interior demo, and the reconstruction of walls,
mechanical, plumbing, electrical, and ceilings. PMC 16.04.010
(1) Violation: The complete interior demo, reconstruction of walls, mechanical, plumbing, electrical, and ceilings.
Failure to secure a City of Pasco building permit.
(2) Corrective Action:
Discontinue all construction activities and submit an application for a building permit from the City of Pasco (please
call (509) 543-5726 for information on permit requirements). If no permit can be obtained, unpermitted construction
must be removed.

Description: FAILURE TO MAINTAIN REQUIRED GARBAGE SERVICE. PMC 6.04.090
(1) Violation:
Lack of required garbage service through Basin Disposal Inc. (service is required for all occupied residences and
businesses within the City).
(2) Corrective Action:
Start or restart garbage service (please call Basin Disposal Inc. at (509) 547-2476).

Description: Portable heaters appear to be used in all apartments as the primary source of heat. IMC 309
(1) Violation:
Failing to provide interior space(s) intended for human occupancy with an active or passive space-heating system
capable of maintaining a minimum indoor temperature of 68 degrees Fahrenheit at a point 3 feet above the floor. The
installation of portable space heaters shall NOT be used to achieve compliance with this section.
(2) Corrective Action:
Install approved permanent heat sources that meet the requirements detailed above. Secure permits as required. Please
contact the City of Pasco Building Department (509-543-5726) and Labor & Industries (509-735-0100) for
information on permit requirements.

Description: Non-habitable space (basement) used as a bedroom/living quarters. (REPEAT) IPMC 108.1.3
(1) Violation:
Allowing a structure that is in disrepair, lacks maintenance, is insanitary, vermin or rat infested, lacks ventilation or
heat, or other essential equipment or is determined to be a hazard for any other reason by the code official to be
occupied.
(2) Corrective Action:
Vacate the basement of any person(s) using it as living quarters and maintain the basement for storage/maintenance
purposes only.
Description: Exterior stairway is detaching from the building. IPMC 304.10
(1) Violation:
Stairway, deck, porch, and/or balcony is not in structurally sound condition or is in bad repair and/or not capable of
supporting the imposed loads.
(2) Corrective Action:
Make all necessary repairs so that stairway, deck, porch and/or balcony is in good repair and capable of supporting the
imposed loads. Secure a City of Pasco building permit as necessary. Please contact the Building Department
(509-543-5726) for more information on when a permit is required.
Description: Missing window pane at the end of the second floor hallway. Very hazardous since a person could
easily fall out of the window. IPMC 304.13.1
(1) Violation:
Windows have cracks, holes or are completely broken out.
(2) Corrective Action:
Repair or replace all damaged or destroyed windows. Secure permits for window replacement.
Description: Window in Apt. #1 will not open easily/stay open in kitchen/dining area. IPMC 304.13.2
(1) Violation:
Window(s) is/are not easily openable or capable of being held in position by the window hardware.
(2) Corrective Action:
Repair or replace window or window hardware so that window can be held in position. Installation of new windows
requires a City of Pasco building permit.
Description: Most windows are missing bug screens. IPMC 304.14
(1) Violation:
Required bug screen is missing on window or door of a habitable room, food preparation area, or food service area.
(2) Corrective Action:
Install an approved tightly fitting bug screen of not less than 16 mesh per inch (16 mesh per 25 mm) on window or
door required for ventilation of habitable room or food preparation area.
Description: Common areas of the building are filthy. Carpets are stained and dirty, trash is littered throughout
the building. IPMC 305.1
(1) Violation:
The interior structure or equipment therein in not in good repair, is structurally unsound, or is in an unsanitary
condition.
(2) Corrective Action:
Clean and sanitize the interior of the structure and/or equipment therein and maintain in a clean and sanitary condition.
Description: Some apartments have carpeting that is soiled and filthy. There are holes in the sheetrock
throughout the structure and there is missing flooring in the bathroom of Apt. #7. There is flaking/peeling paint
in the businesses on the first floor. Walls in at least one of the businesses are also showing signs of deterioration
possibly due to water damage. Carpet in one business is a trip hazard (stretched out). (REPEAT) IPMC 305.3

(1) Violation:
Interior surfaces (i.e. windows, doors, floors, ceilings, etc.) are unsanitary or damaged.
(2) Corrective Action:
Clean and sanitize all interior surfaces and/or repair peeling, chipping, flaking or abraded paint. Cracked or loose
plaster, decayed wood and other defective surface conditions need to be repaired. Surfaces (including tile and carpet)
which cannot be repaired must be replaced.
Description: Apt. #7 is using a room as a bedroom that does not have a window. This room cannot be used as
habitable space. IPMC 403.1
(1) Violation:
No openable window in an area used as habitable space.
(2) Corrective Action:
Repair or install an openable window in every habitable space as required. Installation of new windows requires a City
of Pasco building permit. If windows cannot be installed or repaired, area cannot beused as habitable space.
Description: Plumbing system throughout the structure is leaking and defective (leaks into businesses, basement,
apartments). Apt. #1 has drains that do no function and Apt. #7 has leaks from the shower head, the bathroom
sink faucet and the toilet. The toilet also will not flush and runs constantly. IPMC 504.1
(1) Violation:
Plumbing fixtures are not kept in working order or are not free of obstructions, leaks, or defects.
(2) Corrective Action:
Repair or replace plumbing fixture(s) so that it is in good working order and able to perform the functions for which it
was designed. Secure permits from the City of Pasco Building Department for any plumbing modifications or
replacements.
Description: Heat is not being provided to all habitable rooms in all apartments. IPMC 602.3
(1) Violation:
Allowing occupancy of a dwelling or sleeping unit without adequate heat in all habitable rooms.
(2) Corrective Action:
Install or repair heating system so as to supply adequate heat to all habitable rooms, bathrooms, and toilet rooms.
Description: Exposed electrical wiring, indadequate number of outlets in some apartments, improper
installation of fixtures/outlets etc., and electrical work done without permits/inspections from Labor &
Industries. IPMC 604.3
(1) Violation:
Defects to the electrical system in the structure constitute a hazard to the occupants (i.e. inadequate service, improper
fusing, insufficient receptacle and lighting outlets, improper wiring or installation, deterioration or damage).
(2) Corrective Action:
Have the electrical system of the entire structure evaluated by a professional electrician licensed by Washington State
Department of Labor & Industries Electrical Division. Make all necessary corrections to the electrical system in the
structure to eliminate the hazards and provide adequate service. Have all corrections/repairs/modifications to electrical
system permitted and inspected by Labor & Industries as required.
Description: Windows of first floor apartment are obstructed by the exterior stairway. IPMC 702.1
(1) Violation:
The continuous path of travel to the public way is obstructed and is creating an unsafe means of egress.
(2) Corrective Action:
Clear the obstruction(s) so that there is a safe, continuous and unobstructed path of travel from any point in the
structure to the public way.
Description: Front door in Apt. #3 does not have doorknob. IPMC 702.3

(1) Violation:
Egress door(s) are not readily openable from the side from which egress is to be made without the need for keys,
special knowledge or effort.
(2) Corrective Action:
Install a doorknob on the front door and on any other egress door that does not have one.
Description: Missing smoke detectors in some bedrooms and outside bedroom areas. IPMC 704.2
(1) Violation:
Failure to provide smoke detector in all required habitable areas.
(2) Corrective Action:
Install smoke detector in all habitable spaces as required: outside of each separate sleeping area in the immediate
vicinity of bedrooms, in each bedroom and in each story within the dwelling unit including basement.
Description: Partition walls have been constructed in the basement, a tenant space has been divided, there have
also been electrical and plumbing additions and installations all without building permits from the City of
Pasco. PMC 16.04.010
(1) Violation:
Failure to secure a City of Pasco building permit.
(2) Corrective Action:
Discontinue all construction activities and submit an application for a building permit to rehabilitate the entire structure
from the City of Pasco (please call (509) 543-5726 for information on permit requirements). If no permit can be
obtained, unpermitted construction must be removed.
