These commitments arise directly from conversations with members of the City Council and reflect what this community has asked of us. Compas is not asking Pasco to accept a cannabis retailer. We are asking Pasco to accept a community partner that happens to operate a state -licensed cannabis retail business. Commitment One — MLK Community Center Partnership Annual financial contribution to MLK Community Center programming, beginning in Compas' first year of operation. Sponsorship of family and performance programming utilizing the Center's stage — supporting the Phase 3 vision for expanded community use. -> Staff volunteer hours committed to MLK Center events and programs, with Compas ownership personally participating. Multi -year commitment — Compas commits to sustained support, not a one-time contribution, for the duration of its license. Commitment Two — Product Safety & Public Health Partnership Direct reporting relationship with WSLCB Enforcement — Compas will report any suspected unregulated, counterfeit, or adulterated cannabis product encountered in the Pasco market. Partnership with the City and law enforcement on any Pasco -led initiative addressing illicit or contaminated cannabis product. — Customer -facing education on the risks of unregulated product, including fentanyl contamination — signage, staff training, and point -of -sale materials. Full seed -to -sale traceability on every product sold; all products lab -tested and state -verified. Commitment Three — Youth & Elderly Outreach: Creative Partnerships Youth prevention education support — Compas will fund and participate in age -appropriate education, consistent with WSLCB's public health mandate. Senior community engagement — outreach and education for Pasco's elderly population on medical cannabis, safe use, and drug interactions. - Open to City -directed partnerships — Compas commits to working with the City to design programming that has not been tried before in the Tri-Cities. Annual reporting to Council on outreach activities, participation, and outcomes. Commitment Four — Bilingual Service & Local Hiring Bilingual ownership and staffing — Compas will maintain English/Spanish capability at all operating hours, serving Pasco's 58.5% Hispanic population. Bilingual signage, materials, and education throughout the retail location. Local hiring priority — Compas commits to recruiting from Pasco and Franklin County first for all 10-15 opening positions. - Ownership presence in the community — Compas principals live in the Tri-Cities and commit to active, visible participation in community life. Acknowledgment & Undertaking The undersigned, on behalf of Compas Cannabis LLC, affirms that the commitments set forth in this document are undertaken voluntarily, in good faith, and as continuing obligations for the duration of Compas' operation under WSLCB Social Equity Retail License Application No. 445257 at 5804 Road 90, Suite G, Pasco, Washington. Compas welcomes the incorporation of these commitments into any conditions of approval the City Council deems appropriate and will report annually to the Council on performance against each commitment. This is not a policy vote on cannabis. Pasco decided that in 2023. This is a vote on whether Pasco captures the benefit of a license the State has already authorized or exports it to a neighboring jurisdiction. $2.4M $397K $86K 10-15 $475K $0 Year 1 Gross Revenue Annual State Excise Annual Pasco Safes focal Jobs at Opening Private Capital Cost to the City Tax Tax Deployed Basis One — State Law Provides the Pathway RCW 69.50.335 authorizes WSLCB to issue Social Equity retail licenses above the standard local allotment cap through July 1, 2032. WAC 314-55-570(4)(d) permits an SE licensee to locate in any city allowing cannabis retail, regardless of that city's allotment. Local consent is the operative mechanism — the Legislature built the update provision into the density framework. This amendment uses it; it is not a workaround. WSLCB Certificate of Location Compliance issued May 13, 2026 — all buffer requirements under RCW 69.50.331(8) confirmed met. - Public Posting Notice issued —the State licensing process is advancing on its own timeline. Basis Two — The Cap Reflects a Pasco That No Longer Exists - Four -license cap set on 2020 census data (77,650 residents) using the WSLCB population formula in effect at adoption. - Pasco is 83,888 today — 8.03% growth since the cap was set, 9.2% growth 2019-2024 per Census ACS. -> Comprehensive Plan projects 121,000+ by 2038 — the City's own planning horizon anticipates a materially larger community. $40M City TIF committed to Broadmoor —the corridor where Compas sits. Riverbend Marketplace, Shops at Broadmoor, and approximately 1,500 new homes near Burns Road are underway. The City's own investment is the strongest evidence that the density basis is outdated. Basis Three — Site Record & Operator Readiness Three years of licensed cannabis retail at this exact address — Green2Go, July 2023 until relocation within Pasco. - Property owner confirmed in writing: no neighbor issues, and security measures "contributed to a stronger sense of safety within the building." -> Five-year NNN lease executed May 29, 2026, personally guaranteed by Pasco -area residents Fairley, Garrido, and Serna. - Founder capital confirmed — no public subsidy, no City infrastructure cost, no grant request. -> State -verified SE applicant — selected through WSLCB's competitive scoring process, not self -designated. Responsive to Council — Community Benefit Commitments Submitted in writing alongside this summary as a standalone signed document: -y MILK Community Center partnership — annual financial support, sponsorship of family and performance programming for the Phase 3 vision and committed staff volunteer hours. Product safety partnership — direct WSLCB Enforcement reporting on suspected unregulated or adulterated product; customer education on fentanyl contamination risk; full traceability on every item sold. -+ Youth and elderly outreach — funded prevention education, senior medical cannabis and safe -use education, and openness to City -directed programming not previously tried in the Tri-Cities. -+ Bilingual service and local hiring — English/Spanish capability at all operating hours serving Pasco's 58.5% Hispanic population; local hiring priority for all opening positions. - Annual reporting to Council on performance against every commitment — Compas welcomes these being made conditions of approval. Cost of inaction — What Delay or Denial Costs Pasco 1 month $99,250 $36,723 $2,538 3 months $297,750 $110,168 $7,614 6 months $595,500 $220,335 $15,228 Denial (Year 1) $1,191,650 $28,600 Denial does not eliminate the license. Under WAG 314-55-570(4)(d), Compas may relocate anywhere in Franklin County — the revenue, jobs, and community commitments follow it out of Pasco. Pasco already forgoes cannabis revenue by policy — the City receives a partial share of the local cannabis excise distribution otherwise available because producer/processor operations remain prohibited under the current municipal code. Approving Compas increases Pasco's cannabis revenue without any change to that policy. Req, ested Council Action —.August 3, 2026: Amend the Pasco Municipal Code to permit a fifth cannabis retail license, within the City of Pasco, limited to a Social Equity retail licensee issued under RCW 69.50.335, with any further consideration of additional Social Equity licenses to be reassessed upon documented population growth exceeding 30,000 additional residents. Docusign Envelope ID: AA4AF7BA-BFCE-8401-8106-940F02C93D2E MULTI -FAMILY MIXED -USE COMMERCIAL June 19, 2026 Dear City of Pasco Officials, On behalf of Elite Investment GRP, LLC, landlord of the property located at 5804 Rd 90, Suites F&G, Pasco, WA 99301, we are writing in support of Compas LLC and its request for approval to operate a cannabis retail location at this property. Suites F&G are currently being used as a cannabis retail location by Green 2 Go, which has operated at this location since July 2023. During that time, this use has been established within the property and surrounding area without creating disruption to our business complex. We understand the City's concerns regarding crime, safety, surrounding businesses, nearby residents, and the overall economic impact of this type of use. Based on our experience as the property owner, those concerns have not been realized at this location. Neighboring businesses in the complex have had no issues with the current cannabis use, and the heightened security measures required for this type of operation have contributed to a stronger sense of safety within the building. The property is in a professional business complex with both commercial and residential uses nearby. The local demand for this use has already been proven in this area of town through the current operation at this exact location. Compas LLC's proposed operation represents a continuation of an already established and accepted use, not the introduction of an unfamiliar business activity to the area. With proper compliance, security, and responsible business practices, we are confident this location can continue to operate safety, professionally, and in a manner that supports the City of Pasco's economic interests. Elite Investment GRP, LLC respectfully supports the approval of Compas LLC's request for the continued cannabis retail use of 5804 Rd 90, Suites F&G. If the City has any questions or would like any additional information, please feet free to contact us. Respectfully, Signed by: Z. 'C1t.1 61..141 73D199E187F6495_. ELITE J.
