and work in this community.
✓ Personally guaranteed five-year lease at 5804 Road 90,
executed May 29, 2026 - a committed, bankable tenant,
not a speculative applicant.
✓ Revenue and reinvestment stay in Pasco - ownership,
hiring, and spending to recirculate locally rather than flowing
to an out-of-county/state operator.

Compas has completed every required stage of the WSLCB
licensing process to date.
✓ Staff review confirms the proposed use is "a continuation of
an established cannabis retail use at the same address,"
with impacts consistent with existing operators.
✓ 60+ signatures collected from neighboring residents and businesses in support of, or expressing no objection to,
Compas' occupancy at 5804 Road 90.
✓ Direct outreach to the immediate Road 90 corridor - the community closest to the proposed location has
spoken directly in favor.
✓ Consistent with the Landlord's own record - Elite Investment GRP confirmed in writing that neighboring
businesses in the complex "have had no issues with the current cannabis use" during three years of prior
operation.
✓ Signature package available to Council and staff upon request.
Compas remains fully committed to the four pledges submitted to Council on July 27: MLK Community Center
partnership, a product safety and public health partnership with WSLCB Enforcement, youth and elderly outreach,
and bilingual service with local hiring priority.
✓ No conditions have changed since the pledge was submitted - Compas stands by every commitment as written,
in full.
✓ Compas welcomes these commitments being formalized as conditions of approval, with annual reporting to
Council on performance against each one.
