TRAINING THE GUARDIANS OF DEMOCRACY
INTERAGENCY AGREEMENT No.
This Agreement, hereinafter referred to as the “Agreement,” is made and entered into by and between
the Washington State Criminal Justice Training Commission, hereinafter referred to as the “WSCJTC,”
and the City of Pasco, through the Pasco Police Department, hereinafter referred to as the “Agency.”
Whereas, pursuant to Governor’s Directive 25-19, WSCJTC maintains a Continuity of Operations Plan
(COOP) to support the continuation and restoration of agency essential functions following a
disruption; and
Whereas, WSCJTC maintains an Occupant Emergency Plan (OEP) for the Southeast Regional Academy
located at 204 West Clark Street, Pasco, Washington 99301, to establish procedures for protecting
occupants and coordinating WSCJTC actions during an incident, threat, emergency, or other disruptive
event; and
Whereas, certain incidents affecting the Southeast Regional Academy may require evacuation of the
facility and establishment of an Incident Command Post (ICP) at a location sufficiently removed from
the affected facility; and
Whereas, the City of Pasco Police Department Headquarters, located at 215 West Sylvester Street,
Pasco, Washington 99301, provides a potential location from which authorized WSCJTC personnel may
temporarily coordinate incident management, personnel accountability, communications, continuity
decisions, and other emergency actions; and
Whereas, the parties desire to establish in advance the procedures and expectations governing
WSCJTC's temporary use of the Pasco Police Department Headquarters as an ICP when conditions
warrant;
Now, therefore, in consideration of the mutual promises set forth herein, the parties agree as follows:
1. Term
This Agreement shall commence on October 1, 2026, and terminate on September 30, 2028, unless
terminated earlier in accordance with this Agreement or extended by written mutual agreement of
the parties.
2. Statement of Work
The purpose of this Agreement is to establish the conditions under which WSCJTC may request
temporary use of space within the City of Pasco Police Department Headquarters at 215 West
Sylvester Street, Pasco, WA 99301, for establishment and operation of an Incident Command Post
following an incident, threat, emergency, or disruptive event affecting the WSCJTC Southeast
Regional Academy.
2.1. Activation and Request for Use

WSCJTC may request activation of the Pasco Police Department Headquarters as an ICP when:
A. The Southeast Regional Academy OEP and/or WSCJTC COOP has been activated or
conditions exist that reasonably warrant emergency relocation of incident coordination
activities;
B. The Southeast Regional Academy cannot safely or effectively support incident command
and coordination activities; or
C. The nature, scope, or location of an incident requires the ICP to be established at a location
away from the Southeast Regional Academy.
Use of the Pasco Police Department Headquarters is not automatic upon activation of the
WSCJTC OEP or COOP. WSCJTC will contact the Agency's designated representative and request
use of the facility.
The Agency retains authority to determine whether the facility or requested space is available
and suitable for WSCJTC use based upon existing emergencies, operational requirements,
security conditions, staffing, or other circumstances affecting Pasco Police Department
operations.
2.2. Authorized WSCJTC Representatives
Requests for activation should normally be made by, or on behalf of, one of the following WSCJTC
officials:
A. Southeast Regional Academy Assistant Commander/Designated Responsible Official (DRO);
B. Occupant Emergency Coordinator (OEC);
C. Regional Basic Training Division Commander;
D. Risk Operations Manager; or
E. Other WSCJTC official designated by agency leadership.
When circumstances permit, WSCJTC will identify the requesting official, nature of the incident,
anticipated number of personnel, expected duration of use, and any known operational or
logistical requirements.
2.3. Agency Responsibilities
Subject to availability, operational requirements, and security considerations, the Agency will:
A. Provide WSCJTC temporary access to an appropriate room, workspace, or other designated
area within the Pasco Police Department Headquarters for use as an ICP;
B. Identify any facility access, security, parking, communications, safety, or operational
requirements applicable to WSCJTC personnel;
C. Designate an Agency representative or point of contact to coordinate facility-related
matters with WSCJTC;
D. Permit reasonable use of available facility infrastructure necessary to support ICP
operations, as mutually agreed upon at the time of activation; and

E. Notify WSCJTC if operational conditions require relocation, restriction, or termination of
WSCJTC's use of the facility.
Nothing in this Agreement requires the Agency to provide personnel, equipment, supplies,
communications systems, information technology systems, vehicles, food, lodging, or other
resources unless separately agreed upon by the parties.
2.4. WSCJTC Responsibilities
WSCJTC will:
A. Provide personnel necessary to establish, staff, operate, and demobilize the ICP;
B. Maintain command and control of WSCJTC personnel and WSCJTC incident coordination
activities;
C. Follow applicable Pasco Police Department facility access, security, safety, and operational
requirements while occupying the facility;
D. Restrict WSCJTC personnel to areas authorized for use by the Agency;
E. Provide, to the extent practicable, WSCJTC-owned equipment, supplies, records,
communications devices, computers, and other materials necessary to conduct ICP
operations;
F. Maintain accountability for WSCJTC personnel, equipment, records, and property brought
into the facility;
G. Protect sensitive, confidential, law enforcement-sensitive, or otherwise restricted WSCJTC
information from unauthorized access or disclosure;
H. Coordinate incident activities with Pasco Police Department personnel and other
responding agencies consistent with the National Incident Management System (NIMS) and
Incident Command System (ICS), as appropriate;
I. Maintain incident-related documentation in accordance with applicable WSCJTC policies
and records retention requirements; and
J. Upon demobilization, remove WSCJTC equipment, supplies, records, and other property
and return the assigned area to substantially the same condition as existed prior to WSCJTC
occupancy.
2.5. Incident Command and Operational Authority
Use of the Pasco Police Department Headquarters as a WSCJTC ICP does not transfer command or
administrative authority over WSCJTC personnel to the Agency.
WSCJTC will retain responsibility for WSCJTC internal incident management, continuity decisions,
personnel accountability, and agency operations.
Nothing in this Agreement supersedes or limits the statutory authority or operational command of
the City of Pasco Police Department, fire department, emergency management organization, or
other responding agencies. When an incident involves multiple agencies or jurisdictions, the

parties will coordinate through the Incident Command System and Unified Command, when
appropriate.
2.6 Duration and Demobilization
Use of the facility is intended to be temporary and limited to the period reasonably necessary to
support immediate incident coordination and transition to recovery or continuity operations.
WSCJTC will demobilize the ICP when:
A. Incident coordination can safely return to the Southeast Regional Academy;
B. WSCJTC establishes another suitable ICP or continuity location;
C. The OEP/COOP activation no longer requires an ICP; or
D. The Agency determines that the space is required for City or Police Department operational
needs.
The parties will coordinate demobilization to minimize disruption to ongoing emergency or law
enforcement operations.
2.7 Exercises and Preparedness Activities
Subject to mutual agreement and availability, the parties may periodically coordinate exercises,
drills, facility familiarization, communications checks, or other preparedness activities necessary to
validate procedures established under this Agreement.
Exercises or planned preparedness activities involving use of the Pasco Police Department
Headquarters will be coordinated in advance and will not interfere with Agency operations.
2.8 Costs
Unless otherwise agreed to in writing, each party will be responsible for its own personnel,
equipment, supplies, travel, and other costs associated with performance under this Agreement.
Temporary use of the designated ICP space will be provided at no cost to WSCJTC unless the parties
mutually agree in writing to reimbursement for extraordinary or identifiable costs resulting from an
activation.
2.9 No Guarantee of Availability
The parties acknowledge that the Pasco Police Department Headquarters is an operational public
safety facility. This Agreement establishes a mechanism for WSCJTC to request temporary use of
the facility but does not guarantee that the facility will be available during every emergency.
The Agency may deny, restrict, relocate, or terminate WSCJTC use when necessary to support law
enforcement operations, emergency response, facility security, life safety, or other City
operational requirements.
If the facility is unavailable, WSCJTC remains responsible for establishing an alternate ICP in
accordance with its OEP, COOP, or incident-specific requirements.

representatives of both parties.

This Agreement may be terminated without cause at any time by mutual agreement of the parties
hereto, or by either party after thirty-days (30) following the other party's receipt of a written
intent to terminate.

Agreement.

benefits for its own employees in accordance with applicable law.
