INTRODUCTION
During the term of this PROFESSIONAL SERVICES AGREEMENT (AGREEMENT), HDR
Engineering, Inc. and Project Team (CONSULTANT) shall perform professional services for the
City of Pasco (CITY) in connection with the following project: Road 76 Overpass.
Background
The Road 76 Overpass project (PROJECT) is a key element of the City of Pasco’s
transportation network, intended to function as a major collector corridor connecting
communities on both sides of I-182. Existing north-south travel is limited to crossings at Road
68 and Road 100, which has resulted in severe congestion, particularly along the Road 68
corridor as the CITY experiences rapid residential and commercial growth. This constrained
network has led to increased travel times and reduced mobility for residents and emergency
services.
To address these challenges, the proposed overpass will provide a new mid-mile crossing that
redistributes travel patterns and improves overall system performance. By alleviating pressure
on adjacent interchanges, the PROJECT will improve the level of service and contribute to a
more resilient and efficient transportation network that supports continued development in West
Pasco. The improvement is consistent with the City’s long-term planning efforts and regional
transportation goals.
In addition to vehicular benefits, the PROJECT will address the barrier to north-south non-
motorized travel created by I-182 by introducing a new, ADA-compliant crossing for pedestrians
and cyclists. The overpass will improve connections to the regional trail system and access
between residential areas south of the interstate and developing commercial and recreational
destinations to the north.
Design and right of way funding were secured in 2025 through the Surface Transportation Block
Grant (STBG) program. The project includes federal funding.
Project Description
The PROJECT will extend Road 76 north from Chapel Hill Boulevard to Burden Boulevard by
constructing a new overpass across I-182. The PROJECT will include bicycle and pedestrian
facilities, a new signalized intersection at Road 76 and Burden Boulevard, and the realignment
of Burden Boulevard to accommodate a future fourth leg providing access to commercially
zoned properties west of Road 76. The overpass requires FHWA approval for access across the
limited access interstate.
PROJECT elements include a new bridge meeting AASHTO standards, non-motorized facilities
including sidewalk and shared-use paths, a new signalized intersection, ADA-compliant curb
ramps, and associated stormwater, landscape, lighting, signing, marking, and traffic engineering
support. Additional components include rerouting or accommodating the existing I-182 trail and
implementing a full Intelligent Transportation System (ITS) with vehicle detection, lighting, and
signal coordination with the Road 68 corridor.

Noise Analysis
The project will result in substantial vertical and horizontal alignments; therefore, it will require a
Traffic Noise Analysis per WSDOT Noise Analysis Policy and FHWA Noise Regulations.
Consultant Tasks:
Background Research and Data Collection.
AEC will conduct a reconnaissance of the project study area to identify land uses and locate
sensitive receivers for subsequent modeling. This task includes collecting land use information
and current zoning maps from local governments and identifying rece ivers located on currently
undeveloped land which development is planned. This task will also include assembly of traffic
data for subsequent modeling.
Fieldwork.
AEC will take field sound measurements for use in calibrating the TNM2.5 model. Field
measurements will be performed at four (4) locations. Four (4), ten-minute reading will be taken
at each location during daytime hours when traffic is moving freely. During each measurement,
traffic counts will be conducted concurrently with the noise measurement. Two AEC staff will
conduct the monitoring and collect traffic data. Noteworthy noise sources will be identified and
recorded, and specifically those that may interfere with the future noise mitigation determination.
Noise Modeling.
AEC will conduct noise modeling using TNM 2.5 and include noise sensitive noise receivers
within 500 feet of the proposed project. The observed readings (from the field measurement
task) will be compared to the outputs of the model. To calibrate, readings will be within 3 dBA of
the model outputs. The existing, no build, and build will be modeled for the project, including
required transects. Impacted noise receivers will be identified for potential mitigation.
Noise Mitigation Modeling.
Traffic noise abatement will be considered for impacted noise receivers. Specifically, this will
include conceptual evaluation of noise walls at up to four (4) locations needed to evaluate
feasibility and reasonability. Barrier worksheets will be prepared as necessary and will include
the location, length, height, and profile of the barriers.
Prepare Draft Noise Report.
AEC will prepare a report in accordance with WSDOT Noise Policy which will contain the
following:
• Executive Summary including impacts and recommended mitigation.
• Project Description.
• Noise terminology and criteria.
• Map showing receptors and current zoning.
• Discussion of methodology used.
• Discussion of existing land use and planned development.
