ROLL CALL Commissioners Present: Marilynn Baker, Devi Tate, Jay Hendler and Chair Dan Stafford Commissioners Excused: Staff Present: C&ED Deputy Director Craig Raymond, Cl Project Manager Ryan Mahaffey, and Administrative Assistant II Carmen Patrick APPROVAL OF MINUTES Commissioners unanimously approve the meeting minutes from June 2, 2026. UNFINSHIED BUSINESS • Sylvester Donation Discussion Marilynn brought in a photo showing the requested revisions to the plaque. One remaining item is to confirm the year the Courthouse and Sylvester Park property was donated. Craig and Dan will research and verify the correct dates. Carmen Patrick confirmed that the courthouse property was donated in 1911. Updated estimates were received for a 36" x 24" plaque at a cost of $1,280.00, which exceeds the original budget. A larger 38" x 46" plaque was also discussed. To help offset the additional cost, it was initially suggested that each Commissioner contribute $75. Commissioner Hendler recommended selecting a smaller plaque instead. The Commission expressed a preference not to obtain additional pricing estimates. The Commission also discussed how payment for the plaque would be handled. The proposal is to have the vendor issue two separate invoices: one for $1,000, representing the donated amount, and a second invoice for the remaining $280.00. The balance would be shared equally among the Commissioners, resulting in a contribution of $70.27 ner member. o Commissioner Stafford made a motion to approve the 36x24 plaque and the members make up the difference, motion was passed unanimously. PUBLIC HEARINGS • None WORSHOP • Martin Luther King Jr. Community Center & Guard Rails Update Ryan Mahaffey provided an update that the city is actively pursuing funding to begin Phase 2 of the project. Pagel of 2 Ryan also explained that the city currently has two of the guardrails in its possession, while the railroad has the remaining two within its right-of-way. The railroad has requested that the guardrails be removed and is not willing to work with the city on retaining them in their current location. During the Juneteenth community celebration, the city conducted a dot poll to gather public input on the future location of the guardrails. The majority of participants preferred relocating them to their own dedicated park rather than placing them at Martin Luther King Jr. Park. If the Commission agrees with this recommendation, Ryan Mahaffey will notify the Department of Archaeology and Historic Preservation (DAHP), which will require the change to be documented through an amended Memorandum of Understanding (MOU). Ryan noted that DAHP also requires a historical, interactive component to be included at the new location. Commissioner Tate commented that a dedicated park would be a better location, particularly because of its proximity to the railroad. Commissioner Baker stated that her preference would be to place the guardrails near a future railroad museum; however, since such a museum does not currently exist, they need an appropriate location in the meantime. Commissioner Hendler noted that he understands a future location for railroad memorabilia is being planned. He also asked whether funding was available to relocate the guardrails. Ryan responded that the city does not currently have funding for the relocation, but it has applied for a grant to restore the guardrails. o Commissioner Tate made a motion to amend the MOH seconded by Commissioner Stafford, motion passed unanimously.
