"We are requesting that Council Member Saul Martinez recuse himself from
any discussion, role or vote on a proposed annexation involving (identify
geographic area) by City of Pasco. Mr. Martinez has serious conflicts with
respect to the proposed annexation because three(3) family members will be
directly impacted by any decision with respect to the annexation. We have
been further advised that he has had extensive discussions with family
members regarding the substance and options related to the annexation and
such familiar relationships compromise his ability to act in a fair and
impartial manner and create an appearance of potential bias and unfairness.
The recusal must take place prior to any consideration or discussion on the
annexation whether in study session, public meeting or public hearing.
With all due respect to Mr. Martinez, to not recuse himself will taint the
entire process. "
