CALL TO ORDER
City of Pasco Historic Preservation Commission was called to order by Chair Stafford.
ROLL CALL
Commissioners Present: Marilynn Baker, Devi Tate, Jay Hendler and Chair Dan Stafford
Commissioners Excused:
Staff Present: C&ED Deputy Director Craig Raymond, and Administrative Assistant II Carmen Patrick
APPROVAL OF MINUTES
Commissioners unanimously approve the meeting minutes from May 5, 2026.
UNFINSHIED BUSINESS
Sylvester Donation Discussion
The Commission discussed plaque design, wording, materials, location, and size. Craig recommended
evaluating the available space before selecting a final design. Commissioner Tate suggested adding the
word "donated" to each line, and the group discussed whether family names should be included.
Commissioner Baker asked about listing all family members, while Commissioners Tate and Stafford
preferred a cleaner design. The group also considered plaque materials, placement near the main
entrance, and increasing the size to approximately 36" wide by 24" high, with a possible increase to 48"
wide depending on cost and labeling needs. A QR code on a secondary plaque was also discussed, and
staff will attempt to locate exact dates for inclusion.

WORSHOP
Lewis Street Underpass
Tanya Bowers discussed the balustrades and that Michael Houser from DAHP wrote a letter to
BNSF arguing for architectural significance. Carmen will find out whom the letter needs to be sent
to. The major problem with this is the timeline.
