HomeMy WebLinkAbout4760 Resolution - Surplus City Property - 122 & 124 S 4th AveResolution – Surplus City-Owned Property - 1 Version 1.9.26 RESOLUTION NO. 4760 A RESOLUTION OF THE CITY OF PASCO, WASHINGTON, DECLARING CITY-OWNED REAL PROPERTY SURPLUS, SETTING THE MINIMUM PRICE AND THE METHOD OF SALE FOR PARCEL NUMBER(S) 112042236 AND 112042245, AND FURTHER, AUTHORIZE THE CITY MANAGER TO SOLICIT PROPOSALS FOR THE PURCHASE AND DEVELOPMENT OF THE PROPERTY THROUGH A REQUEST FOR PROPOSALS (RFP) PROCESS. WHEREAS, in accordance with Pasco Municipal Code (PMC) Chapter 2.120, prior to a sale of real property the City Council shall declare the same to be surplus and the sale to be in the best interest of the City, set the minimum price for the sale of the property, and determine the method of sale; and WHEREAS, pursuant to PMC Section 2.120.030 the City Council may determine the method of sale of surplus real property; and WHEREAS, in accordance with PMC Section 2.120.020 the Council shall set the minimum price for the sale or authorize a determination of the minimum price by way of appraisal or market analysis; and WHEREAS, the City Council hereby declares that it is in the best interest to surplus Parcel Number(s) 112042236 and 112042245, as it is no longer needed for municipal purposes; and WHEREAS, the City Council finds it in the City to market the property through a Request for Proposals (RFP) process that will allow the City to consider not only the purchase price offered, but also the proposed use of the property, the anticipated community benefit, consistency with City objectives, and other evaluation criteria established by the City; and; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON: That Parcel Number(s) 112042236 and 112042245 are hereby declared surplus to the needs of the City; Be it Further Resolved, that the minimum sale price shall be established through market analysis. Be it Further Resolved, The City Manager is authorized to issue the RFP, evaluate proposals, negotiate the terms of a Purchase and Sale Agreement with the selected proposer, and take all necessary actions to accomplish the sale, subject to final approval by the City Council. Be It Further Resolved, that this Resolution shall take effect immediately.
