A RESOLUTION OF THE PASCO PUBLIC FACILITIES DISTRICT
BOARD, ESTABLISHING THE ORDER OF THE OTTER AND RECOGNIZING THE
SERVICE OF LEONARD DIETRICH.
WHEREAS, the Pasco Public Facilities District ("PPFD") was formed by City of Pasco
Ordinance No. 3558, effective July 29, 2002; and
WHEREAS, in 2002, the Pasco City Council appointed Leonard Dietrich to the initial
Board of Directors of the PPFD; and
WHEREAS, since his initial appointment, the Pasco City Council has re-appointed Mr.
Dietrich for five additional terms; and
WHEREAS, since 2002, Mr. Dietrich has faithfully served on the Board of Directors of
the PPFD; and
WHEREAS, Mr. Dietrich has been instrumental in realizing the vision of creating the
Pasco Aquatic Center; and
WHEREAS, in addition to his service on the PFD Board of Directors, Mr. Dietrich has
also served on the TRAC Advisory Board, the City of Pasco Planning Commission, and served as
Vice Chairman for Transportation/Utilities for the City of Pasco's Comprehensive Plan Working
Committee; and
WHEREAS, Mr. Dietrich will retire from the PPFD Board of Directors in July 2026; and
WHEREAS, the PPFD Board of Directors wishes to express its grateful recognition of
Mr. Dietrich's years of dedicated service to the PPFD, his leadership, wisdom, and commitment
to the citizens of Pasco, and his lasting contributions to the growth and success of the PPFD; and
WHEREAS, the PPFD Board of Directors desires to establish an honorary "Order of the
Otter" to recognize those who have demonstrated exemplary service that reflects the qualities
embodied by Juniper the Otter -stewardship, perseverance, collaboration, and devotion to
community; and
WHEREAS, the PPFD Board of Directors desires to name Leonard Dietrich as the first
member of the Order of the Otter;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE PASCO PUBLIC FACILITIES DISTRICT as follows:
Section 1. The PPFD Board of Directors hereby establishes the honorary ORDER OF
THE OTTER.

Section 2. The PPFD Board of Directors hereby confers upon LEONARD
DIETRICH the distinction of the FIRST MEMBER OF THE ORDER OF THE OTTER.
Section 3. This Resolution shall take effect immediately.
