HomeMy WebLinkAbout4757 Resolution - Offer for Softball FieldsResolution - Offer for Softball Fields - 1 RESOLUTION NO. 4757 A RESOLUTION OF THE CITY OF PASCO, WASHINGTON, AUTHORIZING AN AMENDED OFFER FOR THE ACQUISITION OF THE PASCO SPORTING COMPLEX AND DECLARING THE CITY’S COMMITMENT TO PRESERVING THE FACILITY AS A SOFTBALL AND RECREATIONAL SPORTS VENUE. WHEREAS, Franklin County demonstrated extraordinary foresight and commitment to regional economic development by entering into a ground lease with the City of Pasco on May 25, 1994, providing County-owned land at a nominal annual lease value of $1.00 in recognition of the significant public benefit the Pasco Sporting Complex would deliver to residents and businesses throughout Franklin County, with the City assuming full responsibility to develop the then-raw land into what is now the Pasco Sporting Complex, and through this enduring partnership, the City of Pasco has proudly served as the community steward of this asset for over 30 years; and WHEREAS, the City of Pasco has invested a conservative minimum of $4,000,000 in taxpayer funds to develop and maintain the Pasco Sporting Complex on land leased from Franklin County, transforming undeveloped property into the current facility; and WHEREAS, the City of Pasco has continuously leased the subject land since 1994, during which it has exclusively operated, maintained, and improved the Sporting Complex at significant public expense; and WHEREAS, the City's substantial and sustained investment of public funds in the development and upkeep of the Pasco Sporting Complex on County-owned land creates a compelling public interest in ensuring the City's continued use and stewardship of the facility; and WHEREAS, the City of Pasco recognizes the Pasco Sporting Complex as a critical asset within the regional recreational and economic ecosystem, serving youth, families, and visiting teams throughout the Pacific Northwest region; and WHEREAS, the Pasco Sporting Complex are estimated annual economic impact of nearly $6,000,000 to the City of Pasco, Franklin County, and surrounding businesses, including hospitality, retail, food service, and transportation sectors; and WHEREAS, the Complex provides a safe, high-quality athletic facility for children and youth to participate in organized sports, supporting public health, community cohesion, and youth development; and WHEREAS, the continued operation of the Pasco Sporting Complex as a softball and recreational sports venue is vital to sustaining the revenue generated for the City of Pasco and Franklin County, and to the long-term economic vitality of the surrounding business community; and Resolution - Offer for Softball Fields - 2 WHEREAS, the Complex hosts tournaments that are booked well in advance, creating forward-committed economic activity for local hotels, restaurants, and businesses, and any disruption to facility operations would result in cancellation of contracted future events, loss of tourism revenue, and long-term reputational harm that would jeopardize the City's ability to attract tournament business in years to come; and WHEREAS, the City commissioned a market value appraisal of Pasco Sporting Complex (6520 Homerun Road, Pasco, WA 99301), conducted by James Arnett, MAI of Epic Land Solutions, Inc., with an effective date of April 14, 2026, which concluded a fair market value of $10,800,000 based on comparable commercial land sales; and WHEREAS, the City commissioned a market value appraisal of Volunteer Park (1125 N 4th Avenue, Pasco, WA 99301), conducted by James Arnett, MAI of Epic Land Solutions, Inc., with an effective date of April 14, 2026, which concluded a fair market value of $1,895,000 based on comparable commercial land sales; and WHEREAS, the City previously submitted an initial offer of $8,105,000 in cash plus conveyance of Volunteer Park as consideration for acquisition of the Pasco Sporting Complex; and WHEREAS, the City Council finds it is in the public interest to submit an amended offer underscoring the City’s commitment to securing the Sport Complex for continued community use. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON: That the City Council hereby authorizes the City Manager to submit an amended acquisition offer for the Pasco Sporting Complex consisting of: a.Cash consideration of $13,000,000; plus b. Conveyance of Volunteer Park at its appraised fair market value of $1,895,000; c.For a total combined offer value of $14,895,000, and Be It Further Resolved, that this resolution shall take effect immediately.
