HomeMy WebLinkAbout4846 Ordinance - Street Funds Budget - Traffic CalmingOrdinance – 2025 – 2026 Operating Budget Amendment - 1 ORDINANCE NO. 4846 AN ORDINANCE OF THE CITY OF PASCO, WASHINGTON, AMENDING THE 2025-2026 BIENNIAL OPERATING BUDGET (ORDINANCE NO. 4807), BY PROVIDING SUPPLEMENT THERETO; TO PROVIDE ADDITIONAL APPROPRIATION IN THE CITY’S STREET FUND PROVIDING FOR SEVERABILITY AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, on December 1, 2025, the Pasco City Council approved Ordinance No. 4807, amending the 2025-2026 Biennial Operating Budget and subsequently further amended the budget through Ordinances 4822 on March 2, 2026 and 4832 on May 4, 2026; and WHEREAS, the 2025-2026 Amended Biennial Operating Budget did not include funds in the Street fund to support a Traffic Calming Program; and WHEREAS, implementation of specific traffic calming measures on West Court Street for a total estimated cost of $82,000 was directed by City Council on April 13, 2026 during a Council workshop meeting; and WHEREAS, Council authorized the transfer of $82,000 from the General Fund (100) to the Street Fund (110) to fund said Traffic Calming improvements on West Court Street. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO ORDAIN AS FOLLOWS: Section 1. Pursuant to RCW 35A.34.200(3), as follows: Fund EXPENDITURE REVENUE General Fund 82,000 Street Fund $82,000 Total $82,000 $82,000 Ordinance – 2025 – 2026 Operating Budget Amendment - 2 Section 2. That the additions in appropriations and expenditures are hereby declared to exist in the above funds for the said uses and purposes as shown above, and the proper City officials are hereby authorized and directed to issue warrants and transfer funds in accordance with the provision of the Ordinance. Section 3. Except as amended in Ordinances 4822 and 4832 and herein, Ordinance No. 4807 as previously adopted heretofore shall remain unchanged. Section 4. Severability. If any section, subsection, sentence, clause, phrase or word of this ordinance should be held to the invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality thereof shall not affect the validity or constitutionality of any other section, subsection, sentence, clause phrase or word of this ordinance. Section 5. Corrections. Upon approval by the city attorney, the city clerk or the code reviser are authorized to make necessary corrections to this ordinance, including scrivener’s errors or clerical mistakes; reference to other local, state, or federal laws, rules, or regulations; or numbering or referencing of ordinances or their sections and subsections. Section 6. Effective Date. This Ordinance, being an exercise of a power specifically delegated to the City legislative body, is not subject to referendum, and shall take full force and effect five (5) days after approval, passage, and publication as required by law.
