RESOLUTION NO. 4752
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PASCO,
WASHINGTON, CENSURING COUNCILMEMBER LEO PERALES.
WHEREAS, the Pasco City Council adopted Resolution No. 4498 on September 16, 2024,
establishing the Council Rules of Procedure to promote ethical conduct, confidentiality,
professionalism, and orderly governance; and
WHEREAS, Section I of the Council Rules of Procedure expressly authorizes the Council
to address violations through sanctions including censure; and
WHEREAS, Councilmember Leo Perales has engaged in a pattern and practice of
disclosing sensitive and confidential information, including details from a recent internal
investigation, actions which have repeatedly placed the City at risk of legal liability in violation of
RCW 42.23.070(4); and
WHEREAS, Councilmember Leo Perales has also engaged in a pattern and practice of
violating Council Rules regarding respectful conduct, specifically Section D.3, by repeatedly
addressing city staff in a demeaning tone, derogatory, or accusatory manner both in person and
through email; and
WHEREAS, such actions undermine Council effectiveness, erode public confidence in
the City Council, compromise the City’s legal position, and are corrosive to the morale of City
staff;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PASCO, WASHINGTON:
Section 1. The City Council hereby censures Councilmember Leo Perales for his pattern
and practice of conduct unbecoming of a member of the Pasco City Council and for violations of
the Council Rules of Procedure and state law.
Section 2. The City Council warns that further acts of a similar grievous nature, including
but not limited to additional leaks of confidential information or retaliation against staff or fellow
Councilmembers, will result in additional sanctions up to and including the removal of
Councilmember Perales from all committees and subcommittee assignments.
Section 3. This Resolution shall be included in the official records of the City Council.
