ORDINANCE NO. 4844
AN ORDINANCE OF THE CITY OF PASCO, WASHINGTON,
AMENDING PASCO MUNICIPAL CODE SECTION 3.35.160 (WATER
UTILITY) TO ESTABLISH WATER UTILITY RATES AND FEES EFFECTIVE
JANUARY 1, 2027; PROVIDING FOR SEVERABILITY AND ESTABLISHING
AN EFFECTIVE DATE.
WHEREAS, on January 20, 2026, the City Council adopted Ordinance No. 4804, which
amended various water utility rates and connection fees, including establishing certain fees to take
effect on January 1, 2027; and
WHEREAS, the City Council subsequently adopted Ordinance No. 4824 on March 16,
2026, amending the water rights fee within the same section of code; and
WHEREAS, the City has since undertaken efforts to improve clarity and organization
within Pasco Municipal Code Section 3.35.160 by separating currently effective fees from those
scheduled to take effect in the future; and
WHEREAS, the City Council desires to establish within the Pasco Municipal Code the
water utility rates, and connection fees scheduled to take effect on January 1, 2027, in a clear and
organized format; and
WHEREAS, adopting the 2027 fees through a separate ordinance with a specified future
effective date will promote transparency, reduce confusion, and improve administration of the
City’s water utility fees.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO,
WASHINGTON DO ORDAIN AS FOLLOWS:
Section 1. PMC Section 3.35.160 Water utility is hereby amended and shall read as
follows:

Section 2. Severability. If any section, subsection, sentence, clause, phrase or word
of this ordinance should be held to the invalid or unconstitutional by a court of competent
jurisdiction, such invalidity or unconstitutionality thereof shall not affect the validity or
constitutionality of any other section, subsection, sentence, clause phrase or word of this ordinance.
Section 3. Corrections. Upon approval by the city attorney, the city clerk or the code
reviser are authorized to make necessary corrections to this ordinance, including scrivener’s errors
or clerical mistakes; reference to other local, state, or federal laws, rules, or regulations; or
numbering or referencing of ordinances or their sections and subsections.
Section 4. Effective Date. This ordinance shall take full force and effect on January
1st, 2027 after approval, passage and publication as required by law.
