ADJOURNMENT HISTORIC PRESERVATION COMMISSION MEETING MINUTES City Hall - Council Chambers 525 North Third Avenue Pasco, Washington TUESDAY, MAY 5, 2026 4:00 PM Page 1 of 2 CALL TO ORDER City of Pasco Historic Preservation Commission was called to order by Chair Stafford. ROLL CALL Commissioners Present: Marilynn Baker, Devi Tate and Chair Dan Stafford Commissioners Excused: Jay Hendler, Staff Present: C&ED Deputy Director Craig Raymond, CIP Manager Ryan Mehaffey, Deputy City Manager Richa Sigdel, and Administrative Assistant II Carmen Patrick APPROVAL OF MINUTES Commissioners unanimously approve the meeting minutes from April 7, 2026. UNFINSHIED BUSINESS • Sylvester Donation Discussion Commissioner Baker provided an update on the cost of sample plaques. It was noted by staff the importance of remaining within the donated budget. She also shared a picture proposed for inclusion on the plaque, and the Commission discussed the placement locations for the plaque. PUBLIC HEARINGS • Lewis Street Underpass Richa Sigdel presented a potential location for the historic balustrades along a walking path with educational signage and existing benches. She noted the City will have limited time to relocate the balustrades due to BNSF scheduling constraints. Tanya Bowers asked about salvaging additional balustrades as an homage to East Pasco and BNSF. Richa stated the City would ask BNSF again, but due to time constraints, it would be a lower priority. Commissioner Baker asked about possible BNSF involvement in a railroad museum, and there was discussion about placing the balustrades near the Martin Luther King Jr. Community Center. Carmen stated she would gather contact information for the Commission to reach out to BNSF. Tanya Bowers also suggested community outreach and a booth at the Juneteenth celebration to share information and gather feedback on handrail placement. Due to time constraints, Richa stated formal outreach would not be feasible, but the Commission agreed a Juneteenth booth would be a good opportunity for engagement. WORSHOP • Martin Luther King Jr. Community Center DAHP Update Ryan Mehaffey stated the room name list has been submitted to the Washington State Department of Archaeology and Historic Preservation (DAHP), but no response has been received yet. He also noted there is currently a Memorandum of Understanding (MOU) with DAHP; however, if a different location is selected, the MOU would need to be updated and DAHP would need to be notified of the reason for the change.
