Page 14 of 21 Call for Artists: Art in City Hall Program Submission Deadline: December 16, 2024 Location: Pasco City Hall Contact: Angela Pashon, Assistant City Manager, pashona@pasco-wa.gov Opportunity The City of Pasco invites local artists to submit their proposed pieces for the Art in City Hall Program, an initiative aimed at showcasing the talent and diversity of our community's artists in Pasco’s City Hall. This program provides a unique opportunity to display local art, enhance the visual appeal of City Hall, and create a welcoming space for residents and visitors. Program Goals 1. Showcase local talent: Offer Pasco artists the chance to exhibit their work in a public, high-visibility space. 2. Beautify City Hall: Enrich the atmosphere of Pasco City Hall with dynamic and engaging artwork. 3. Celebrate community identity: Display artworks that reflect the cultural diversity and heritage of Pasco. Who Can Apply We invite local artists of all backgrounds and experience levels to submit portfolios of their work for consideration. Artists who are selected will work with the Arts & Culture Commission to curate the final selection of artworks for exhibition. All visual arts are welcome, including painting, sculpture, photography, textiles, and digital media. Submission Guidelines 1. Eligibility: Artists must reside in Pasco or the surrounding region and be at least 13-years of age. 2. Proposed Pieces: Artists must submit pictures of the pieces they are proposing to be displayed; physical pieces will not be accepted. 3. Portfolio: Artists are encouraged to submit a portfolio of works that best represent their artistic style and practice. These can include a variety of pieces and mediums but do not need to be the specific works to be displayed at City Hall. Portfolios are limited to photos of artwork; physical pieces will not be accepted. 4. Mediums Accepted: All visual arts are welcome, including painting, sculpture, photography, textiles, and digital media. 5. Final Curation: Artists selected for the program will collaborate with the Arts & Culture Commission to determine the specific works that will be displayed at City Hall. 6. Installation/Display: Selected artists will be required to be onsite for installment. Pieces must be prepared for display (All pieces must be ready for display (i.e., framed or mounted, as needed)with cards displaying name of piece. Page 15 of 21 7. Sale of Art Prohibited: Artwork is for display purposes only, no value/cost is to be displayed. 8. Because of the public nature, artwork may not contain advertising, religious art, sexual content, violent or other content unsuitable for all ages and cannot convey political partisanship. How to Apply Please submit the following materials via email by December 16, 2024, at 5:00 pm: 1. Virtual Piece Submission: Artists must submit proposed pieces to be considered by the Arts and Culture Commission; physical pieces will not be accepted. Include title, medium, and year of creation for each piece. 2. Artist Statement (1 page): A brief bio and description of your artistic practice, including how your work connects to the goals of the Art in City Hall Program. 3. Contact Information: Name, phone number, email address, and website (if applicable). Selection Process Portfolios will be reviewed by the City of Pasco Arts & Culture Commission at the December 2024 meeting (TBD); attendance by artists is not required but artists are welcome to attend in-person or virtually. Artists will be selected based on the quality and diversity of their submission. After selection, artists will collaborate with the Commission to curate a final exhibition of their works for display at Pasco City Hall. Selected artists will be notified by January 31, 2025. Exhibition Details Selected artworks will be displayed at Pasco City Hall for a three-month period beginning in 2025. Artists will be responsible for delivering, setup, and picking up their works. All pieces must be ready for display (i.e., framed or mounted, as needed). Box 293  525 North Third Avenue  Pasco, WA 99301 CALL FOR ARTISTS April 15, 2025 Public Art Opportunity: Utility Box Art for Pasco, Washington A Program of Pasco Arts and Culture Commission in partnership with STCU Pasco Arts and Culture Commission (PACC) Goal/Objectives: To utilize art to enhance community identity and to improve community connectivity and cohesion through greater understanding and appreciation of what makes Pasco unique. PACC objectives are to explore, enhance, facilitate, and promote City of Pasco’s arts- related activities. Project: PACC in partnership with STCU, is soliciting proposals for digital artwork for vinyl wrapping of traffic utility boxes throughout the city. Deadline: All submittals are to be electronically delivered no later than 5:00PM, Friday, May 23, 2025. Location(s): Below are the approved utility box locations: • N 4th Ave & W Lewis (NE corner) • N 4th Ave & W Clark (NE corner) • N 5th Ave & W Lewis (NE corner) • N 4th Ave & W Sylvester St. (SE corner) Utility boxes are located throughout the city with potential to be wrapped in art. Submitted artwork not selected for above locations will be kept on file. Art may be approved for a utility box in a different location than what is currently funded. If additional funding becomes available, the contact listed on the submission will be contacted if selected for placement or for further development. Themes: Artists should consider the location of the utility box, its surroundings, and the neighborhood it is located. Themes recommended include what makes Pasco unique, inclusivity, nature, and transportation. Because of the public nature, artwork may not contain advertising, religious art, sexual content, violent or other content unsuitable for all ages and cannot convey political partisanship. Budget: Selected artists will be awarded $300 per box wrap installed. Production and installation of box wrap will be paid for through STCU sponsorship. Artists can submit up to 3 designs. Eligible Artists: Artists or teams over the age of 14 may apply. Submitted designs must be original works of the artist and in compliance with all existing copyright laws. We strongly encourage local artists to apply. SUBMISSION PROCESS Application Guidelines: Please submit electronic copy of the following to pashona@pasco-wa.gov with Subject line: CALL FOR ARTISTS, Utility Box Art Page 18 of 21 Arts & Culture Commission Call for Artists Page 2 of 4 1. A short cover letter (1 page max) Tell us why you’re interested in wrapping utility boxes with your art. Share a little about your experience, how you work with others, your technical skills, and how your design fits with the goals of this project. Be sure to include the title of your artwork. 2. Up to 3 different design ideas You can submit up to three concepts. For each one, include a drawing that shows your idea clearly. Let us know how each design might be adapted (for example, in size or color) for future use. Label each design with its title. 3. Examples of past work (up to 6 projects) Show us your style and experience by including up to six examples of previous work that relate to this kind of project. 4. Please don’t send original artwork, books, or physical items. We can’t review them, and they won’t be returned. Interested artists or teams are required to submit one digital (electronic) copy of their proposal. Failure to provide the proposal in the appropriate format will result in disqualification. Hard-copy or fax proposals are not permitted and will not be accepted. One electronic copy, including attachments, shall be transmitted and be no larger than 20mb in size. Receipt time of submittal will be considered the timestamp of the incoming email created automatically by the City’s email server. Artists and teams are encouraged to submit their proposal with adequate time for the email to be processed by the City’s email server. Selection: The Pasco Arts and Culture Commission will select up to four (4) finalists for the project. The selection criteria may include proposed artwork exhibits artistic merit, quality, and innovative design. The selected artist(s) must execute the City’s Personal Services Agreement (copy available upon request). PACC reserves the right to reject all proposals or final designs which do not represent selected design. Design & Installation Requirements: Upon approval of a preliminary concept, the selected artist(s) will produce a final digital submission at a minimum of 20” x 36” and 600 dpi for the selected location(s), listed above. The final artwork will include a completed W-9 form to expedite payment to the artist. City staff will coordinate the production progress and installation of the artwork. The artwork must improve and not detract from the safety of the site and must be suitable for public viewing by all ages. As a framework for preliminary designs, see the graphic below.
